Hampshire County Council have appointed Milestone Infrastructure to carry out the footway / cycleway improvement works.

Location Plan

 

The work will take approximately eight weeks complete with four main phases:-

  • Surveys and Investigations – to local underground services such as electric, telecommunication cables, water, gas pipes and to confirm the condition of the existing footway - completed.
  • Widening the section adjacent to Artists Way completed and resurfacing from 11 November 2024. (Review Point 4 on the plan).
  • Clearing the vegetation overgrown on the footpath and resurfacing of Shepherds Spring footpath between the junction with Newbury Road Footpaths and King Arthurs Way Footpath (Review Point 3 on the plan).
    Start of works commencing 4 November 2024 for approximately four weeks.
  • Vegetation clearance along Northern Avenue footpath between the junction with Artists Way footpath and the Railway line (Review point 2 on the plan)
    Start of works commencing 4 November for approximately three weeks (work will be split over the period between 4 November – 6 December 2024).
Work on Review Points 3 and 4 will require footpath closures with clear diversion routes advertised.  Works due to start 11 November 2024 for approximately three weeks.

Scheme Overview

Hampshire County Council has developed a scheme to improve facilities for people to walk and cycle along Route 32 in Andover. A key aim of this scheme is to encourage people to leave the car at home to reduce traffic congestion and lower carbon emissions.

The scheme focuses on accessibility and safety improvements.

  • Accessibility enhancements: Improving the surface and width of paths to make it more accessible for everyone, including those with limited mobility;
  • Safety improvements: Installing better signage and trimming overhanging vegetation to improve visibility;
  • Community benefits: Ensuring paths are open for all, providing safe routes for leisure, local commuting and shopping in Andover. 

The scheme will be funded by developer contributions from local developments. 

 
Funding Arrangements
Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
