Hampshire County Council appointed Rocon Ltd who carried out the works to construct a Parallel Crossing (both walking and cycling) on Budds Lane to the west of Havannah Way. The crossing provides new access to the new town centre and other facilities such as the leisure centre and the Shed.

Works started on Monday 29 July 2024 for approximately five weeks and completed on schedule.

The highway improvement works associated with the new Parallel Crossing on Budds Lane included:

  • Laying pipes that encase the electric cables for the belisha beacons;
    Installing tactile paving;
    New road markings and signage;
    Resurfacing a section Budds Lane.
 

Advanced highway investigation  works have been completed and took place on Thursday 9 May and Friday 10 May (outside of school hours) on the pavement on Budds Lane. The work comprised of hand dug trial holes and core samples – to determine depths of services underground and provide samples of materials for analysis ahead of the main works.

 

Scheme Overview

The proposed scheme is for an additional parallel crossing which will be located on Budds Lane to the west of Havannah Way to encourage cycling and walking.

This parallel crossing point would also link in with existing cycling and walking infrastructure on Budds Lane and provides even spacing with the existing controlled crossings which includes two parallel crossing and two zebra crossings.  Please view the plans.

The scheme aims to encourage walking and cycling using the new parallel crossing;

  • For parents and carers using the new Park and Stride location in the town centre car parks to access the schools (Oakmoor Secondary School, Bordon Junior School and Bordon Infant School);
  • For residents living north of the town to access the new town centre.

The Director for Universal Services gave approval for the implementation of the updated scheme on 18 April 2024. Please read the Decision Report.

 

Funding Arrangements
Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
