Hampshire County Council have appointed Rocon Contractors Ltd to undertake highway improvement works on Hitches Lane.

The works will include upgrading the existing pedestrian crossing situated outside Calthorpe Park School, transforming it into a parallel crossing. The scope of work will also include widening the pavement, resurfacing the road, and introducing new advisory 20mph school signs featuring flashing amber lights.

Works started on Monday 10 February and the majority of works has been completed, with railings scheduled for installation by 28 April 2025.

This scheme aligns with the goals of Hampshire County Council's Local Transport Plan 4 (LTP4), which emphasises encouraging walking and cycling for short trips. By improving safety and accessibility, the scheme promotes sustainable travel, a key priority of LTP4. These enhancements support healthier and more active lifestyles.

Scheme Overview

The proposed scheme is located on Hitches Lane near its junction with Emerald Avenue in Fleet and will provide a parallel crossing to provide a safe crossing point. The proposed parallel crossing will link into the existing shared use paths either side of Hitches Lane.  Please view the improvement plan.

The objectives of the scheme include:

  • Increase accessibility between Edenbrook Village development, Hart Leisure Centre, Calthorpe Park School and onwards to Fleet town centre.
  • Realise wider benefits of increases in active travel modes, including improved public health, reduced congestion, improved air quality and noise and carbon reduction.

Good infrastructure is vital to Hampshire's continued economic prosperity. These improvements aim to make daily travel easier for school children and residents, it would help to enhance safety and increase local opportunities for people walking, wheeling, and cycling. 

Approval to implement the scheme was given by the Director for Universal Services on 5 June 2024. Please read the Decision Report.

Funding Arrangements
Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
