The construction works start on Monday 9 October and Milestone Infrastructure Ltd has been appointed to carry out the improvements to Eling Holbury Cycle route.
Works will take place Monday to Friday, permitted working hours between 8am to 6pm and Saturday 8am to 2pm if necessary.
Marchwood Road, Bury Lane and Trott’s Lane Section
The highway improvements include;
- Traffic signals at Bury Lane / Marchwood Road Junction;
- A new toucan crossing to enable safer crossing for pedestrians and cyclist;
- Uncontrolled crossing point with pedestrian refuge island at Trott’s Lane.
Bury Lane will be temporarily closed during the construction work, and a diversion will be in place via Jacobs Gutter Lane. Three-way temporary traffic lights will be in place 24/7 throughout the duration of the work with temporary controlled crossing points for pedestrians. This section expected completion for early 2024.

The aim of this scheme is to improve cycle connectivity from Southampton to The Waterside by providing a enhanced cycle connectivity between Southampton and Totton, Marchwood, Hythe and Holbury which will connect to existing cycle and pedestrian infrastructure (including Southampton City Council’s Cycle Network “SCN” route 1).
A key aim of this scheme is to encourage people to leave the car at home and cycle locally to access facilities and services in the Waterside area. Better connectivity between the settlements by ensuring that existing provision is enhanced, and improved is key to encouraging more cycling locally within the Waterside area.
This scheme will improve footways, footpaths, existing cycle routes to ensure they are clearly signed and marked with the aim to improve opportunities for cycling and walking, reducing car use and offering healthy travel alternatives.In March 2020, Hampshire County Council welcomed news of the successful outcome of a funding bids to the Department for Transport (DfT). Made jointly with Southampton City Council, Hampshire County Council made a bid for investment designed to improve walking, cycling and public transport within the Southampton City Region. The Department for Transport awarded £57 million to the Southampton City Region from the Transforming Cities Fund (TCF). This funding is for capital investment in infrastructure to support and encourage active and sustainable travel from the outlying residential areas to key economic areas nearer the City Centre. The majority of the investment is on corridors from Eastleigh, Bursledon and The Waterside/Totton in addition to transport and mobility hubs in Eastleigh and at Southampton Parkway.

- Highway Investigation Works

The investigation works have now been completed and took place from Monday 14 November to Thursday 17 November 2022 and were needed to inform the proposal for this improvement scheme and to help identify underground utility services such as gas, water and telecoms equipment. The investigation works took place in the pavement and road in the following locations:
- Long Lane, Holbury - investigation works took place between Southbourne Avenue and Long Lane Close;
- Challenger Way, Hythe - investigation works took place just west of the junction of Oaklands Way;

The survey is now closed and the information pack is still available to view, along with the pre-recorded welcome and introduction from Councillor Rob Humby, Hampshire County Council Deputy Leader and Executive Member for Economy, Transport and Environment. Thank you for your feedback, the data is currently being analysed. The findings report will be published in the near future.
