The work will involve replacing the existing tarmac surface beneath the site's waste containers with reinforced concrete to provide a durable solution that will ensure the continued safe operation of the HWRC for years to come. The current surface has been affected by the heavy vehicle movements associated with the day-to-day operation of the recycling centre and is now reaching the end of its useful life. Engineering assessments have concluded that this is needed to prevent ongoing deterioration, reduce future maintenance requirements, and support the safe operation of the facility.
Councillor Kirsty North, Hampshire County Council's Deputy Leader and Cabinet Member for Universal Services, said: "We are investing in essential improvements to preserve the surface of Casbrook HWRC (Bunny Lane) and ensure the facility continues to serve residents safely and effectively for many years to come. To complete the works as quickly and efficiently as possible, and after considering a range of alternatives, the most practical and cost-effective approach is to temporarily close the site while the improvements are carried out. I thank residents for their patience during these works and confirm that capacity is available at nearby HWRCs to ensure residents that usually use Bunny Lane, can still dispose of their waste during this time."
Residents are encouraged to plan ahead and use alternative sites, including Eastleigh and Winchester, where there is sufficient capacity to accommodate visitors who would normally use Casbrook.
The closure period will allow the new surface to fully harden and reach the necessary strength before equipment is reintroduced and the facility can reopen.
The County Council's booking system will help manage demand during the closure period with booking slots at Casbrook HWRC over this period set to be removed in advance. Information about the closure will be shared on the HWRC booking page, and signage will be placed at the site entrance to advise that the facility is temporarily closed.
