The current structure, which spans the railway, is showing increasing signs of deterioration and relies on temporary structural support to remain safe for use. The upgraded, modern replacement would deliver significant improvements – it would be twice as wide and feature gentler ramps to improve accessibility by providing more space for cyclists - who currently need to dismount - as well as wheelchair users, people with mobility scooters, and those using prams and strollers.
The County Council has already agreed in principle to replacing the bridge. The final project appraisal now sets out details in relation to technical designs, construction approach, and costs. If approved, this would allow contractors to start preparatory work on site – before progressing to full delivery.
Councillor Kirsty North, Cabinet Lead for Universal Services, will review the proposals on Monday 2 March.
Councillor North said: “Havant footbridge is a critical link in the town centre, providing vital access to amenities for shoppers, students, commuters and visitors alike. A new bridge, replacing a rapidly ageing structure, is much needed to support the current and future needs of Havant. Given the local importance of this project, and the complexity of the site, it is essential that the new design meets the needs of the local community. I look forward to considering the final proposals in detail.”
If approved, the main work to replace the existing footbridge could begin in autumn 2026 and take up to 12 months to complete. As the bridge sits above the railway line, some phases of the work can only be carried out during periods when trains are not running to ensure a safe working environment and would therefore rely heavily on permission from Network Rail.
The project has been planned to minimise disruption; however, the limited space on site, proximity to the railway line, and the need to remove and install large metal structures, mean that temporary diversions along nearby roads for the full duration of the work would be required. Advance public information would be provided.
Following detailed assessments, the cost of the new bridge would be £12.8 million. Funding would be through a combination of Department for Transport grant funding, developer contributions and £2.8 million from Havant Borough Council’s Community Infrastructure Levy fund.
