The changes require a Traffic Regulation Order (TRO) to be in place, a legal requirement that enables changes to how roads are used. The County Council's proposed Traffic Regulation Orders were published towards the end of last year, providing the public with an opportunity to comment. A report summarising the evidence for the changes and the responses received was considered by Hampshire County Council at the Executive Member for Highways and Passenger Transport Decision Day on Monday 7 September.
Councillor Steve Forster, the County Council's Executive Member for Highways and Passenger Transport, said: "This has been a longstanding issue linked to the proposed traffic changes associated with the Kings Barton development.
"It is clear that there are strong views on this issue. Some people support the proposals because they believe they will improve safety and create better conditions for walking, cycling and other forms of active travel. Others have raised concerns about the impact on traffic, congestion, road safety, air quality, noise and neighbouring communities.
"The decision before me today was not decide the matter based on how many people support or oppose the proposals, nor was it to reconsider the planning permission for the Kings Barton development. My role was to decide whether the proposed Traffic Regulation Orders, speed limit changes and road humps should be approved, taking into account the law, the evidence before me and all relevant considerations.
"I have read the officer report and the representations received, and I have listened carefully to the deputations made today, whether in support of or opposition to the proposals. In making my decision, I have considered all the evidence presented and considered the Council's legal duties and responsibilities. I would like to thank those who attended today, and the individuals and councillors who made deputations; I appreciate the time, effort and commitment that people have shown in sharing their views on this matter.
"This was not an easy matter to consider, and I recognise that some people will be disappointed. However, I am satisfied that I have heard and considered all relevant information and that accepting the recommendation to approve the proposals is appropriate. Moving forward, I have made a commitment to work with officers to support a review, which is already underway, looking at traffic in the surrounding roads, including identifying any potential traffic displacement, so that we can undertake proactive actions and respond promptly to matters which may arise. In addition, it is important that the developer provides clear and timely information to local communities and road users about the changes and their implementation."
