Further phase of M27 Junction 10 improvement scheme opens next week

The next phase of the new M27 Junction 10 scheme will open to traffic on Monday 12 October 2026, marking the near completion of the main construction works on Hampshire County Council's £100m+ improvement scheme

The new eastbound off-slip and westbound on-slip will open from this date, following the opening of the new westbound off-slip, the motorway underpass and four new roundabouts in September.

For the first time, drivers will be able to join the M27 westbound and leave the motorway eastbound at Junction 10 using the newly constructed slip roads, completing the all-movements junction and providing access to and from the motorway in all directions. An additional lane providing access to the eastbound M27 on-slip is expected to open in early winter 2026, marking the opening of all new roads delivered as part of the scheme. The previous M27 Junction 10 had restricted access, only allowing partial movements for traffic travelling westbound off the motorway and eastbound onto it.

Councillor Steve Forster, Hampshire County Council’s Cabinet Lead for Highways and Passenger Transport, said: “Our teams are continuing to work hard to finish all elements of the Junction 10 scheme, having opened the first phase in September, and I am pleased to confirm more road space will be operational on Monday 12 October.
“We are now entering the final phase of the project, with main construction work on track for completion on schedule by winter 2026. Although the scheme will be open to road users, some traffic management will remain in place while we carry out the remaining activities.

“As part of this, we continue to work closely with National Highways, who will be taking the opportunity to carry out additional safety work on the M27 ahead of the final testing and checks that are required for new or altered sections of motorway. I would like to thank residents, businesses and road users for their patience as this complex programme of works nears completion.”

Temporary speed limits and lane restrictions will remain in place on the M27 between Junctions 9 and 11. This will allow additional safety works and technology testing to be delivered by National Highways. Undertaking the works and testing together will enable this process to be completed more efficiently. Traffic management measures are expected to remain in place until early 2027.
 
The new dual carriageway through the underpass, known as the A32/A3222 link road, is operating with one lane in each direction while final improvement works, including landscaping, are completed. This approach allows the remaining elements to be carried out safely while maintaining access for road users.
The improvement scheme is being delivered by Hampshire County Council with support from National Highways. Funding has been provided by the Buckland Group, developer of Welborne Garden Village, and Homes England.

The new junction is a critical piece of infrastructure supporting the delivery of Welborne Garden Village, where up to 6,000 homes, alongside schools, community facilities and employment space, are planned. Under the planning conditions for the development, no more than 1,160 homes can be occupied until the new all-movements Junction 10 is operational.

Alongside benefits for motorists, the scheme will provide a new shared footway and cycleway connecting Fareham Common to the south with Welborne Garden Village to the north, creating new opportunities for walking, wheeling and cycling between the two communities.
