<P>The proposal is to change the permitted hours of Condition 4 of planning permission BDB/72250 to allow up to eight lorries to exit the site between the hours of 05:00 and 07:00am at Southern Waste Management, Armstrong Road, Basingstoke, Hampshire. The site is a permitted 4,800 kilowatt thermal biomass plant within an industrial building. These lorries are not directly involved in the biomass operations, but are part of the connected waste recycling and transfer facility at Wade Road. </P>
