<P> <P>Seeking approval for improvements to Black Dam Roundabout, Basingstoke, in partnership with the Highways Authority and Basingstoke and Deane Borough Council. The improvement scheme will address the congestion issues at the roundabout and help relieve the congestion in the area, including junction 6 of the M3 motorway. It will include construction of a four-lane northbound carriageway through the roundabout and widening on the eastern side and north-eastern section.</P>
