<P>Reviewing the payment of recycling credits by Hampshire County Council to Waste Collection Authorities and third party organisations in Hampshire and making recommendations on the future direction of the scheme. Recycling credits were originally introduced as a means of financially supporting organisations that operate schemes to divert household waste materials for recycling that may otherwise have been landfilled, thereby theoretically saving the County Council disposal fees.</P>
