<P> <P>The purpose of this report is to set out proposals for the Policy and Resources budget for 2016/17 in accordance with the Council's Medium Term inancial Strategy (MTFS) reported to Cabinet in October 2015. The report also provides an update on the financial position for the current year and also reviews the level of charges for the provision of services.</P>
