Hampshire County Council and Hiltingbury Junior School are inviting views on a proposal to establish a new Resourced Provision for up to 12 pupils with Social, Emotional and Mental Health (SEMH) needs, opening in phases from academic year 2026/27.

Children and young people with SEMH needs often experience challenges in managing emotions, behaviour, and relationships. Hiltingbury Junior School already supports a number of pupils with complex needs, and this new provision will enhance the support available, helping more children access education within their local community.

The pupils who would attend the new Resourced Provision would generally be from the local area. They would have Education Health Care (EHC) Plans and have needs meaning that they currently find it difficult to manage full-time within a mainstream school environment, however, have the ability to attend some lessons. When places in the Resourced Provision are agreed by the Special Educational Needs (SEN) Team, the children would go on roll at Hiltingbury Junior School and the school will receive additional resources to ensure that the children’s needs are well supported so that they can successfully access the mainstream environment and curriculum.

Why this Provision is Needed

There is a growing number of children in the Eastleigh area being diagnosed with SEMH needs, and the demand for specialist educational support is increasing. This proposal aims to meet that need by creating a dedicated space within the school for pupils with Education Health and Care (EHC) Plans who require targeted support, while still accessing mainstream education where appropriate.

What is Being Proposed

  • A 12-place Resourced Provision for pupils with SEMH needs.
  • Pupils will be on roll at Hiltingbury Junior School and supported to access mainstream education as appropriate.
  • A new modular building will be installed to replace an outdated structure, with IT upgrades, furniture, and external play equipment funded through SEN High Needs Provision capital.

Impact on the School

  • Pupils in the Resourced Provision will benefit from tailored support while also joining mainstream classes where suitable.
  • The provision will enhance inclusion and wellbeing across the school.
  • Staff will benefit from additional training and shared expertise.
  • The school will receive additional funding to support staffing and resources.
  • This new Resourced Provision won’t affect current speech, language and communication (SLCN) placements at the school.

Consultation Timeline

  • Consultation period: 20 October to 24 November 2025
  • Drop-in session: Thursday 20 November 3:30pm to 6pm at Hiltingbury Junior School
  • Next steps: Responses will be reviewed and a report will be presented to the Executive Member for Education in January 2026. If approved, a statutory notice will be published in spring 2026.
  • A final decision will be taken by the Executive Lead Member for Children’s Services / Director of Children’s Services in spring 2026.
