Consultation on changes to the school catchment area for Oliver’s Battery Primary School

Hampshire County Council is reviewing and consulting upon the school catchment area for Oliver’s Battery Primary School, by changing the boundary line to include the South Winchester Golf Course. This will expand the current shared catchment area with John Keble CE Primary School.
There will be no change to John Keble CE Primary School’s catchment area and both the Diocese of Winchester and John Keble CE Primary School’s governing body are not intending to change their catchment area as a result of this proposal.
Hampshire County Council have been advised that a new housing development is being considered, to build up to 1,300 new homes at South Winchester Golf Course. To accommodate this anticipated future demand, the proposal is to change Oliver’s Battery Primary School’s catchment area by moving the catchment boundary, which will enlarge the current shared catchment area. This change will ensure that the schools in the local area continue to have capacity to meet the forecasted demand from the new housing development. It will support the provision of available school places for local children and support local schools to admit enough children for them to remain viable and maintain current levels of provision.

This proposal, if approved, would change the catchment area for Oliver’s Battery Primary school and place the area shown as a purple hatched area on the proposed catchment area map into the catchment area of Oliver’s Battery Primary School from September 2027. As John Keble have indicated they do not wish to change their catchment area, this will remain part of their catchment area and children resident in the development will have catchment priority for both schools.
It is therefore proposed that the catchment boundary be redrawn for school admissions from September 2027 onwards and the catchment boundary for Oliver’s Battery Primary School be adjusted to include this development.

Any comments received will also be considered as part of the future statutory consultation on admission arrangements which takes place over six weeks in November and December 2025. A final decision which takes account of the statutory admissions consultation will be made by the Executive Member for Education in February 2026.
