Petition to transform Brockhurst Primary North campus site to SEN provision
Response from Hampshire County Council, November 2025
Please accept this email as confirmation that your petition in regards future use of the Brockhurst School North Campus for an SEN School has been received.
Hampshire County Council has a statutory duty to ensure a sufficiency of school places for Hampshire children, and the Strategic Development Team (SDT) is responsible for prioritising and managing capital investment across Children's commissions and organises school places in conjunction with the Regional Department for Education (DfE) Directors. This work promotes the raising of standards and helps to improve the outcomes for all Hampshire children. The SDT works closely with the SEN Service to regularly review and plan specialist school places.
As you are aware, the Council has recently announced the potential to utilise the former Peel Common Infant School site as a SEN provision the consultation for this has gone live this week details are here Consultation: Proposed Expansion of The Waterloo School via Satellite Provision in Gosport.
If approved to proceed this will provide an additional 70 primary specialist school places in the Gosport area. Also, in 2025 we increased the specialist Resourced Provision (RP) places at Holbrook and Bedenham primaries and established a new RP at Newtown CE primary. We are also in discussion with two secondary schools in Gosport about opening new RPs in September 2026. Another 3 primary schools in Gosport have also expressed interest in having RPs at their schools which we are following up these RPs spread across the Borough would allow pupils to remain with their peers and attend a local school.
The Brockhurst Primary North Campus, whilst a space that could be considered for future SEND use, has many limitations in regard to access and parking /drop-off and the building itself would require very significant capital investment to create an appropriate SEN provision for primary or secondary pupils. With the proposed new provision at the former Peel Common Infant site now progressing it is expected that this will provide sufficient primary specialist school places together with the RP proposals outlined above in the Gosport area.
Many thanks, again, for your interest in the site and supporting provision in Gosport.
Yours sincerely
County Education Manager for SEN Resources and Access
