Petition - Mumby Road, Gosport Parking Restrictions
Response from Hampshire County Council, November 2020
Thank you for your further email regarding Mumby Road and your suggestion regarding the parking restrictions.
Unfortunately, to make changes to the parking restrictions in place is not as simple as just changing the times for the no waiting and signs or the parking restrictions, neither is it a quick or low cost measure. The provision of any formal parking restrictions requires implementation of a legally enforceable Traffic Regulation Order (TRO), which is a relatively costly and lengthy process including formal consultations and advertisements. It is also a resource intensive process and the cost of the parking signs and road markings is usually minimal compared to the staff resources and legal costs involved.
It is unrealistic at this time to expect the significant public funds needed are made available to the location in question. As we have previously mentioned we prioritise the remaining resources available to us at locations where there is an injury accident record or our professional judgement suggests there is a safety concern which should be prioritised. Amending the parking restrictions at Mumby Road in Gosport does not fall into that category and will therefore not be prioritised compared to other schemes on our safety programmes that are directly related to casualty reduction.
A link to our policy can be viewed via the Making roads safer link, along with further information on associated policy and criteria for specific traffic management measures.
I trust you understand the position of the County Council on the matter and your approach to the borough council is perhaps the best option for you at this time.
Yours sincerely
Councillor Rob Humby
Executive Member for Environment and Transport
