Petition to support the introduction of Radar Speed Indicator Lights to Hyde Street, Winchester

Response from Hampshire County Council, October 2026

Thank you for your petition to support the deployment of radar speed indicator devices along Hyde Street in Winchester.

A few months ago, we were contacted by Hyde Community Action Group (HCAG) saying that the Group had obtained a grant from the Police & Crime Commissioner to purchase such devices and sought our help to ensure the devices are installed before the grant funding runs out at the end of this financial year.

Officers provided a link to the document which details the process to obtain a licence to enable the deployment of these devices within Hyde Street in Winchester.

A link to document is provided below which contains information about setting up a scheme, licence requirements, and site location forms.

Council Temporary Speed Signing Policy and Guidance

The guidance supports applications from Town and Parish Councils, and District and Borough Councils holding a sufficient level of public liability insurance and having access to competent resources. I understand that Winchester City Council is considering a licence application and suggest contacting them directly on this to ascertain if these sites will be included.

If you have any questions, please email [email protected] County Council officers will liaise with officers from Winchester City Council accordingly when a licence application is received.

Yours sincerely

Councillor Steve Forster
Executive Member for Highways and Passenger Transport
