Smokefree Generation Grant Award Scheme for Voluntary, Community and Social Enterprise (VCSE) Organisations in Hampshire

About the grant

A new grant scheme is available for voluntary, community and social enterprise (VCSE) organisations (those ‘with a social or environmental purpose, including charities, public service mutuals, social enterprises, and other non-profits.’) intended to strengthen the delivery of smoking cessation programmes across Hampshire. The total amount for the scheme is £300,000 available for all voluntary, community and social enterprise (VCSE) organisations.

Particulars of the grant

Up to £300,000 is available for VCSEs across Hampshire, subject to approval. To apply for a grant, the organisation must submit a proposal that includes a detailed action plan, a spending plan with estimated costs, and plans for partnering and collaborating with local VCSEs to achieve the objectives (as discussed below). The geographical area should cover all of Hampshire.

  • Increase referrals into the Smokefree Hampshire Service
  • Increase the number of people signing up to quit smoking
  • Increase community awareness and participation in tobacco control activities
  • Increase organisational/staff capacity to offer advice and support to smokers, including supporting VCSE staff and volunteers to quit smoking.

The grant opportunity is a competitive process. All applications will be assessed and evaluated based on the criteria outlined and referenced in the questions in the application form. Applications will be scored as per the scoring matrix (details provided in the application form).

Upon approval of the proposed project, a grant agreement shall be executed between the County Council and the successful VCSE(s). This agreement shall contain provisions that empower the County Council to demand repayment of the grant, or any portion thereof, should any funds remain unexpended at the conclusion of the grant period (31st March 2028), or if there is a material breach of the grant agreement.

Eligibility criteria
  • The organisation must be a VCSE (those ‘with a social or environmental purpose, including charities, public service mutuals, social enterprises, and other non-profits.) operating in Hampshire, preferably with extensive networks across the geographies of the county.
  • If the applying organisation is an umbrella VCSE (whose role it is to support, represent and promote the interests of local VCSE organisations), it must involve and network with individual VCSEs that engage with priority communities, such as those in routine and manual work, the LGBTQ community, homeless individuals, individuals dealing with mental health issues, individuals dealing with substance addiction, elderly individuals, children and young people and families with low income.
Application process

To be eligible for receiving grants (of up to £300,000), the VCSE(s) must develop a project proposal with detailed pathways of how the proposed activity will trigger smoking cessation attempts and support smoking cessation with the estimated costs of the proposal.

The VCSEs have until midday on 17 February 2025 to submit a proposal for their allocation, using the project proposal application form provided. All proposals will be reviewed by the County Council public health team within 4 weeks of submission. Grants will be allocated by the Hampshire County Council public health team upon the review and approval of each proposal.
