1. Notice is hereby given, in accordance with Section 15 of the Education and Inspections Act 2006 and The School Organisation (Establishment and Discontinuance of Schools) Regulations 2013 that Hampshire County Council, Elizabeth II Court, Winchester, Hampshire, SO23 8UG intends to discontinue SMANNELL AND ENHAM CHURCH OF ENGLAND PRIMARY SCHOOL, Smannell, Andover, SP11 6JJ (category of school – Voluntary Aided Church of England) with effect from 27 March 2026.
2. Smannell and Enham Church of England Primary School is a small Church of England school located in Smannell, Test Valley. It is a 105-place primary school for pupils aged 4-11 (15 children per year group). The proposal is to close Smannell and Enham Church of England Primary School with effect from 27 March 2026.
3. Smannell and Enham Church of England Primary School had 14 pupils on roll as of the date of publication, no more than six of whom live in the school catchment area. A reduction in the birth rate nationally over recent years together with the inadequate Ofsted judgement has led to a significant reduction in the number of pupils enrolled at the school. The school is currently operating one class for Foundation/ Key Stage 1 and one class for Key Stage 2. Whilst teaching the National Curriculum in mixed age classes is not unusual, due to the expectations of a sequenced learning journey, teaching across more than one key stage, or across three or four year groups is both complex and challenging. The closure of Smannell and Enham Church of England Primary School is therefore being proposed due to the continuing challenges, including a forecasted unrecoverable financial deficit, that are being faced by the school.
4. Children currently attending Smannell and Enham Church of England Primary School and those who will still be on roll in Years R-6 at the point of closure could be accommodated at Endeavour Primary School which has been agreed by the school. Support will be provided to parents who wish to secure a Church of England school place if required.
