Notice of Intention to Hold a Cabinet Meeting (or parts of it) in Private

The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012

The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 prescribe that 28 clear days’ notice must be given by a decision-making body where it intends to hold the whole or part of a meeting in private because confidential or exempt information would otherwise be disclosed. Members of the press and public will be excluded from the meeting during consideration of these items.

NOTICE is hereby given that the Cabinet of Hampshire County Council intends to hold the meeting (or parts of the meeting), of which particulars are given below, in private for the reasons set out below.

A. Date of Cabinet meeting and agenda item(s) At a Cabinet meeting expected to be held on 27 February 2026 Cabinet will be taking a decision regarding the position relating to the redrafted Statutory Instrument creating a Hampshire and Solent Mayoral Combined County Authority and the outcome of action taken to mitigate the risks to the County Council. It is possible some information supporting this item will be confidential.

B: Reasons why the meeting (or part of it) will be held in private The report supporting this decision will be published and the majority of the discussion at the meeting is anticipated to be held in public. However, it is possible that information supporting the decision may need to be treated as confidential. It is not possible to specify at this point as details are awaited from central government. Information will be placed in the public domain where possible and Cabinet will only hold part of the meeting in private if necessary to comply with confidentiality imposed by the government. Local Government Act 1972 (“the 1972 Act”) Section 100A(3) and Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 (“the 2012 Regulations”), Regulation 2: Confidential Information is: (a) information furnished to the Council by a Government department upon terms (however expressed) which forbid the disclosure of the information to the public
