Details of requests for Community Grants to voluntary Village Halls and Community Associations that meet fully the agreed criteria
The application criteria for the scheme is as follows:
Grants are given for:
· Building repairs, extensions and refurbishments
· Health and Safety issues
· Equipment to improve the buildings and increase usage
· Feasibility Studies
Who can apply:
· Village Halls (not parish run halls)
· Community Associations
· Other similar community groups
· Church Organisations that have a separate community programme on their property
Funding criteria:
· For projects costing less than £15,000, the funding criteria is up to ⅓ of the cost.
· For projects costing more than £15,000, the funding criteria is up to 25% of the project costs subject to the District Council providing up to 50%.

This project is the latest phase of improvement works to the centre to provide adaptations for disabled people visiting the centre and for the many elderly users of the centre. The project consists of introducing an access route across the car park from the main road to the centre to prevent pedestrians having to negotiate traffic and parked vehicles. The car parking spaces lost in the provision of this access route will then be provided by extending the current car parking provision. Eastleigh Borough Council have agreed a contribution of £10,000 towards the project. |

The hall was built in the 1920's and has in recent years undertaken some improvements to the hall. However, other facilities such as the kitchen, toilets and small meeting rooms remain as built and are badly in need of modernisation. The refurbishment and adaptations are to upgrade facilities to a recognised and approved standard. They will include an extension to provide a larger kitchen and the provision of a disabled toilet facility in order to comply with the Disability Discrimination Act. An extension to provide additional storage space will also be provided. Havant Borough Council have agreed a small grant of £850 towards the cost of preparing a Community Fund application (including Architects fee). They have agreed in principle support for the project and will also consider awarding a further grant at their next grants panel meeting in October 2001 on receipt of a detailed costing which will be produced once planning approval has been obtained. |

This hall is currently underused, which is not helped by the poor state of the external decoration. The committee have been advised that in order to combat the low use of the hall and address the long-term future a feasibility study incorporating a consultation with the community is required. A County Council officer will attend their next committee meeting to explain the advantages of this approach. As a result it is hoped the feasibility study will identify the types of activities the local community would like to see take place at the hall and then produce designs that will be able to accommodate those activities as well as taking into account legislative requirements such as the Disability Discrimination Act, Health and Safety, etc. Havant Borough Council are currently in the process of renegotiating the lease for the land which still has 3 years to run. Once the lease has been agreed it will enable the association to apply for a Community Fund grant to carry out the necessary alterations, adaptations and/or extension to the facilities that will have been identified through the feasibility study. |

The management committee is relatively newly established and have inherited a building which has been subjected to massive mistreatment and vandalism by the previous incumbents. As a consequence the hall at present is undergoing a major refurbishment of the bar/lounge area which Havant Borough Council have contributed £10,000 towards. However, some of the external windows and doors have not been maintained in the 20 years the hall has been open and many have rotted and are beyond repair. The committee wish to replace the remaining doors, windows and fascia with uPVC in order address the problem and to reduce the amount of external maintenance required in the future. |

New Forest District Council are unable to consider a grant towards a feasibility study, but will consider a grant for the main project as and when details are available. |

A grant of £10,000 has been approved by Eastleigh Borough Council for this project. |

On professional advice, the committee have agreed that the roof can no longer be patched and repaired and must be renewed. Application forms have been sent by Winchester City Council, but to date a completed application has not yet been received. |

The aim of the project is to upgrade and extend the hall facilities to enable them to meet the needs of existing and future user groups. It will also convert a small meeting room into toilets and a boiler room and upgrade the current heating system and insulation to all rooms. These adaptations will also provide the opportunity to install an Information Technology and Communication suite. All the work has been designed around feedback from a feasibility study which included an energy audit. |

Test Valley Borough Council will hopefully consider their application at their next Grants meeting on 26 September, provided information regarding their constitution can be provided in time. |
