Adult Placement Service

1 Summary

This report proposes the centralisation of the Adult Placement Service, to take effect on 1st November 2001. The new service will be managed by a .5 Service Manager, Hay Grade " " with a .5 admin assistant. They will be located within the Central Supporting People team.

2 Reason

Hampshire Social Services currently run an extensive Adult Placement (AP) service for adults crossing the range of client groups. Currently all Adult Placement carers are registered as small homes under the Registered Care Homes Act.

With the implementation of Supporting People there is now an opportunity to develop a new direction for the service.

This paper and its proposals are based on the belief that Adult Placement is an important service which currently caters for well in excess of 100 people who require varying levels of service and support.

3 The Current Situation

All AP placements in Hampshire are registered. However Supporting People provides another framework for proving, funding and monitoring services.

Adult Placement is currently managed by the Area Offices, usually through Team Managers. Supporting People, alongside with the creation of the Care Standards Commission provides the opportunity to develop, implement and monitor new common standards.

4 Proposed Structure

Service Structure - a new centralised structure is created at Trafalgar House. A new Part Time Adult Placement Project Manager post, at Hay Grade F, will be created to centralise and manage the service. The post will be funded through existing AP funding. The new Project manager will be accountable to the County Supporting people Manager.

Regulation - break the automatic link between AP and registration. For many people registration is not the best form of regulation. The new Supporting People programme offers an alternative where service users are receiving support rather than care.

Future Plans - The new Project Manager will also establish the feasibility of "floating off" the AP service. Its role will then be as an independent sector provider, able to make its own way, offering a distinctive service.

5 Timetable

We propose the following timetable:

September 2001 Set up AP Steering Group

October 2001 Appointment of Project Manager

November 2001 Centralisation and installation of a new management structure

April 2002 Presentation of preferred option for externalising service

April 2003 Externalisation

RECOMMENDATIONS

We recommend that Executive Members

    1 approve the approach being taken to Adult Placement in this report.

    2 agrees the aggregation of existing funding to manage the Adult Placement Service

    3 agrees to the creation of a new .5 Service Manager post and .5 admin assistant, to be located within the Supporting People team.
