1. Summary

1.1 The following decision is sought:

      (i) That, subject to a matching contribution from Havant Borough Council, a payment of £4,588 be made to Havant Council of Community Service towards the cost of employing a Transport Manager in 2001/02.

2. Reason

2.1 To enable Havant Council of Community Service to employ a transport manager to provide transport services and information.

7. Havant Transport Manager

7.1 This report considers a request which the County Council has received to contribute towards the cost of a Transport Manager's post in Havant which is being established following a successful Single Regeneration Bid (SRB) for the area.

7.2 The post will oversee the development and operation of a number of transport initiatives:

      (i) a transport information centre in Leigh Park which will provide details of available community and public transport services;

      (ii) transport for patients travelling to the Queen Alexandra, St James and St Mary's hospitals in Portsmouth;

      (iii) transport from Leigh Park to Havant Health Centre and Structon Court Centre;

      (iv) transport to enable people to access further education courses at South Downs College; and

    (v) establishment of a minibus brokerage scheme.

7.3 The overall costs of establishing this post for 2001/02 are estimated to be £33,025, and up to 50% of these costs could be met through SRB monies. A sum of £7,700 is being requested from the County Council; the remaining sum being made up from a variety of sources.

7.4 Where the former Planning and Transportation Committee was involved in funding these posts elsewhere it was based on a matching contribution by both the County Council and the respective district councils. Consequently if the requested amount to the County Council and the current allocation to Havant Borough Council were equally shared this would result in a contribution of £4,588 from each council. It is therefore proposed that the County Council contributes £4,588 subject to Havant Borough Council making a matching contribution. The County Council contribution can be met from the Community Transport Budget.
