Introduction The junction of Kiln Road, North Hill, Park Lane and Old Turnpike is located in the north of Fareham and just south of the M27 (Junction 10) with the A32 (see attached location plan). This is a particularly busy area, especially at peak periods, and the complex turning manoeuvres exacerbate the delays. In addition, Kiln Road is used locally to avoid the congested town centre. Studies have been undertaken previously to look for solutions for some of the problems, but difficulties were met in trying to produce a satisfactory scheme. | |||||||

Background As development in the area continued, the problems became more significant and a number of petitions and representations were made to Fareham Borough Council. Following the granting of planning permission for new housing on the site of the former Funtley Abattoir, the principal access of which would be through this junction, an agreement was concluded with the developer to make a contribution to cover the off site highway improvements, both along the Funtley Road and at this junction. A contribution of £70,000 was received towards the undertaking of an improvement. | |||||||

Options A number of alternative schemes were examined in trying to determine the best overall solution, and during September 1998 these were placed before the public to consider and indicate their preference. In the event the majority of the local residents expressed their strong support for the installation of traffic signals. The solution at that stage still had inherent disadvantages, although it was acknowledged as technically offering the best scheme. | |||||||

Difficulties The basic traffic signal scheme affected access to adjoining properties, but it was concluded that this matter could be overcome in the detailed design stage and through negotiations with the householders. It is also necessary to include no waiting controls within the approaches to the traffic signals which further impinged upon the nearest local residents. | |||||||

The Scheme A scheme has now been drawn up which seeks to deal with the main difficulties commented upon. However, in order not to create excessive delays at the junction during periods of maximum use, it has been necessary to prohibit one turning movement. The right turn from Park Lane into Old Turnpike will be banned. A complementary Traffic Regulation Order (TRO) will be published to enforce this requirement. The advised alternative access route will be advertised but it may simply require the user to travel to the A32 Wickham Road roundabout and return the short distance to reach Old Turnpike. In addition, the stop lines for the signals will need to be set back to ensure entrances and accesses are clear. | |||||||

Standards The design adheres to the standards of the Department for Transport, Local Government and the Regions, formerly the Department of the Environment, Transport and the Regions, together with those of the County Council where these supersede the national standards. The scheme has been safety audited at the appropriate stages in the design process. | |||||||

Consultation This scheme has been developed in cooperation with Fareham Borough Council. It has been extensively reviewed by Borough Council Members and has been put to a wider public consultation as the scheme has developed. The public response has been closely examined in light of the many competing difficulties to be resolved. This response is very supportive. | |||||||

Policy Considerations The proposals are entirely consistent with the aims of the Borough Council and those of the County Council, which seek to encourage more walking and cycling in the urban area. The introduction of a full pedestrian phase into this signal sequence will be a considerable local asset. | |||||||

Environmental Aspects The proposal will have minimal environmental impacts. | |||||||

Land Requirement No land acquisition required. All works to be confined within the existing highway boundaries. | |||||||

Statutory Procedures A parallel Traffic Regulation Order will be promoted to effect a ban to right turning vehicles from Park Lane into Old Turnpike. | |||||||

Alternative Proposals Considered Six schemes were examined together with other minor variations on each scheme. Only this scheme gained general support and, with the later refinement of the inclusion of the banned turn to reduce the queue lengths, is able to provide a robust solution to this complex junction. | |||||||

Programme Subject to approval it is expected that this improvement can be in place by the end of March 2002. | |||||||

Crime and Disorder Act 1998 This proposal has no impact upon these issues. | |||||||

Maintenance Implications Minimal maintenance implications but with ongoing energy costs for signal operation - these will be maintained by Fareham Borough Council. | |||||||
