1. Summary

1.1 The following decision is sought:

    That approval be given for the installation of a Toucan Crossing in Farnborough Road, Aldershot.

2.1 To improve the cycle network in the area and help pedestrians and cyclists cross this busy road.

Scheme

7.1

Introduction

On 26 October 1998 the former Roads and Development Sub-Committee resolved that an Agreement be entered into with Berkley Commercial Developments Limited, the developers of the Royal Pavilion site, Aldershot. This Agreement included a financial contribution of £85,000 towards the implementation of the cycle strategy for the area, including the provision of a signal controlled crossing on the A325. A Toucan crossing is considered the most appropriate to help both cyclists and pedestrians crossing this busy main road (see attached location plan). (A detailed plan of the proposed scheme will be displayed at the meeting.)

7.2

Standards

The crossing design adheres to the Department for Transport, Local Government and the Regions and Hampshire County Council's standards, and has been safety audited at the appropriate stages in the design process.

7.3

Statutory Procedures and Consultation

Public notices have been posted on site for 28 days giving details of the proposal. No objections have been received.

7.4

Policy Considerations

The proposal is consistent with the County Council's transport strategy, ie to reduce accident potential and improve facilities for pedestrians and cyclists.

7.5

Environmental Impacts

The proposal has negligible consequences for the environment.

7.6

Land Requirement

A small area of land on the west side of Farnborough Road has been dedicated by the Ministry of Defence to enable the crossing to be located in the most suitable position.

Alternative Arrangements

There are no suitable alternatives.

7.8

Local Member's View

The local Member, Councillor Kimber, is supportive of the scheme.

7.9

Crime and Disorder Act 1998

No areas of concern have been identified.

7.10

Facilities for the Disabled

The proposed crossing incorporates tactile paving and audible warnings for the visually impaired and flush kerbs at the crossing point for wheelchairs, prams and the less mobile.

7.11

Sustainability

The scheme will encourage cycling and walking which are environmentally friendly.
