18. HONORARY ALDERMEN.

    1. Under the provisions of the Local Government Act 1972, the title of Honorary Alderman may be conferred on someone who has, "in the opinion of the Council, rendered eminent services to the Council" usually as a past Member. The title cannot be conferred on a serving Member.

    2. At present the Council has 12 Honorary Aldermen: former Councillors Mrs. S. M. Bartlet, D.L.; N. A. Best, C.B.E., D.L.; K.H.N. Bulmer; The Rt. Hon. The Earl of Carnarvon, K.C.V.O., K.B.E., D.L., J.P.; M.T. Hancock, C.B.E., M.P.; M.M.L. Hudson, O.B.E., M.A.; C. M. Jones, D.L., M.A. (Cantab); S. W. Juniper; J. Maynard; P. D. Merridale, C.B.E.; R. T. Millard; and G. W. Porter.

    3. It is proposed to confer the title of Honorary Alderman on a further 4 former Members. They are:

19. CAPTAIN M. P. R. BOYLE, D.L.

Captain M. P. R. Boyle, DL was Chairman of the County Council from 1997 to 1999. He was elected County Councillor for Whitchurch in 1970 and from Local Government Reorganisation in 1974 was the representative for the Candovers County Electoral Division until his retirement in 2001. He was a long standing member of the Policy and Resources Committee. He was a member of the Hampshire Police Authority from 1970 to 2001 and was Chairman of the Police Authority from 1976 to 1988. He also served as Chairman of the Standards and Procedures Sub-Committee and was for many years a member of the Pension Fund Panel, the Recreation and Heritage Committee, its Archives Panel, its Arts Panel, of which he was Vice-Chairman, and the River Hamble Harbour Management Sub-Committee of which he was Chairman.

20. H. R. COLE, ESQ.

H. R. Cole, Esq., was elected County Councillor for the Eastgate County Electoral Division in Winchester in 1985 and for the Westgate Division from 1993 to his retirement in 2001. He was a long standing member of the Policy and Resources Committee and the Planning and Transportation Committee. In 1997 he served as Chairman of the Policy and Resources Committee and Leader of the Council during the transition to the new County Council following Local Government Reorganisation in Hampshire. He is particularly remembered for his outstanding service not only to those committees but also to the Standards and Procedures Sub-Committee and its predecessor the Procedures Sub-Committee, the Land Sub-Committee, Asset Management Sub-Committee, Best Value and Performance Sub-Committee, Performance Review Panel, Pension Fund Panel, Economic Prosperity Sub-Committee, Business Sub-Committee, Contracts Panel, the Planning and Transportation Committee and its Finance and General Purposes and Roads and Development Sub-Committees, the Central Hampshire Rural Transport Strategy Panel and the Hampshire Structure Plan Joint Advisory Panel. He was chairman of the Winchester Movement and Access Plan Panel from 1995 until his retirement and during the period 1993-1997 was chairman of the Procedures Sub-Committee, Pension Fund Panel and Contracts Panel. He also represented the County Council on the Hampshire Police Authority, the Southampton International Airport Consultative Committee, the Southampton Port Consultative Committee (Port Users), the Hampshire Buildings Preservation Trust of which he was vice-chairman from 1995 until his retirement, and the Manydown Joint Management Committee.

21. D. A. KEEP, ESQ

D. A. Keep, Esq., was Chairman of the County Council from 1992 to 1993

He was Vice-Chairman of the County Council from 1991 to 1992. He was first elected to the County Council in 1973 and represented the Basingstoke East County Electoral Division until 2001. He was a long standing member of the Policy and Resources Committee and its Buildings, Grounds and Contracts Panel, Economic Prosperity Sub-Committee, Land Sub-Committee, Asset Management Sub-Committee, and Personnel Sub-Committee. From 1973 he served on the Planning and Transportation Committee and was for many years its Chairman. He also served on the Education Committee and its Buildings Sub-Committee. He was also Chairman of the Andover Transportation Strategy Panel, the Basingstoke Environmental Strategy for Transport Panel, the Hampshire Strategic Planning Joint Advisory Panel, the Minerals Panel and the Resources Sub-Committee of the Planning and Transportation Committee. He was also a member of the Roads and Development Sub-Committee and its predecessor the Traffic and Transportation Sub-Committee. He was a leading member of the South East Regional Planning Committee and was a member of the planning committee of the South East England Regional Assembly. Serving as a representative of the County Council, he was a founder member of the Hampshire Buildings Preservation Trust and its Chairman from 1994 to 2001. He was a founder member of the New Forest Committee, and the Standing Conference on Oil and Gas Exploration in the English Channel and was a founder member and Chairman of the Silchester Roman Town Joint Advisory Panel from its inception for 22 years. He continues to represent the County Council on the Southern Tourist Board, the Hampshire Gardens Trust, the Hampshire Woodlands Forum and the Hampshire and Wight Trust for Maritime Archaeology of which he is currently vice-chairman. At national level he was appointed by the County Council to the Local Government Association's General Assembly and to the County Councils Network.

22. G. E. RAYMOND, ESQ, M.B.E.

G. E. Raymond, Esq., MBE was first elected to the County Council in 1989. He retired in 2001. He served as a member of the Social Services Committee in 1989 and from 1993 to 2001. During that time he was Vice-Chairman of the Adult Services Sub-Committee from 1993 to 1997. He also served on the Private Sector, Independent Sector and Voluntary Sector Sub-Committees of the Social Services Committee and was a member of its Community Care Panel. He was also a member of the Public Protection Committee. He represented the County Council as a member of the Hampshire Fire and Rescue Authority and the Hampshire Police Authority. Among other appointments, he represented the County Council on the Eastleigh Road Safety Council from 1989 to 2001 and also served for many years as the County Council's representative on the South East Regional Association for the Deaf. He also represented the County Council on the Management Committee of the Queen Elizabeth II Silver Jubilee Activities Centre.
