PART II.
LOCAL TRANSPORT PLAN - MAJOR SCHEME BID.
1. The Government has requested bids for major transport projects to be submitted by 31 July 2001 together with justification and appraisal documentation. Whilst the County Council did not have any schemes costing over £5 million ready for a 2002/03 or 2003/04 start on site, there were a number of projects identified in the County Structure Plan Review for a start by 2011 and it was considered sensible to progress schemes within the Local Transport Plan five year period (i.e. before the end of 2005/06) where possible.
2. Against this background, it has been agreed that the County Council will make a preliminary bid to the Department of Environment, Transport and the Regions for major scheme funding within the Local Transport Plan. Several schemes were considered as follows:-
(i) Botley Bypass;
(ii) Stubbington Bypass;
(iii) Chickenhall Lane Link Road, Eastleigh;
(iv) Strategic Park and Ride;
(v) Major vehicle purchase as part of a bus quality partnership.
3. A full review was conducted for each scheme and it was agreed that the County Council's bid would cover, in order of priority, Chickenhall Lane Link Road, Eastleigh; Botley Bypass; Strategic Park and Ride, and possibly a bus purchase if considered appropriate by the Government Office. In future years there will be liaison with district councils and reports to the Area Transportation Strategy Panels, before fully detailed submissions are made.
