1. At its meeting on 18 June the County Council authorised the Chief Executive to deal with Committee membership changes to prepare for implementation of the new Constitution. The Council also appointed members to sub-committees and panels which were to meet before 1 September.
2. It is now necessary to agree the size of all the Council's committees etc. where proportionality rules apply and to make appointments to those not established in June
and to the Employment in Hampshire County Council Committee referred to in Item 5.
3. The figures below are proportionate and are recommended for approval.

4. After consultation with the political group leaders, lists of Members for these, including those appointed at the previous meeting, are being prepared for circulation and approval at the meeting pursuant to Standing Order 33.
5. It is also necessary for the Council to consider the particular situation of the Education Policy Review Committee. In addition to three parent governor representatives who are elected as members of the Committee by parent governors, the former Education Committee welcomed the presence of 11 co-opted members from the teaching profession, the Governors Forum, the Free Churches and others experienced in education or knowledgeable about education in Hampshire to assist them in their deliberations. Representatives of the Church of England and the Roman Catholic Church with voting rights are also appointed to the committee. It is proposed that the cooptions and the Church appointments be confirmed.
6. It is proposed to continue, in an advisory capacity, with Standing Panels to report to the Executive Member for Education in relation to Schools Monitoring and the Youth Service. It is proposed to revise Chapter 10 of the Constitution accordingly and a recommendation is appended.
7. In relation to Best Value, the joint panel set up especially to review services for youth requires attention to confirm its chairmanship and membership for the duration of the review. Details are shown in the recommendation.
RECOMMENDATION:
1. That the size of the County Council's committees, sub-committees and panels including the allocation of seats to political groups be as set out in paragraph 3 above and that, pursuant to Standing Order 33, appointments be made at the meeting.
2. That the following be appointed co-opted members of the Education Policy
Review Committee:
Free Churches (1) - Rev. D.M. Turner
Full-time teachers (5) - Mr J. Adam, Mr D. Belfield, Ms R. Clarke,
Ms P. Howe, Mrs P. Lerew
Representative of the Governors' Forum (1) - Mrs M. Humber
Persons experienced in education or knowledgeable about education in Hampshire (5) - Mr C. Connor, Mrs R. Jenkins, Mr S.W. Juniper,
Mr G.W. Porter, (one vacancy)
3. That the Reverend R. Lindley and (R.C. nomination awaited) be appointed to the Education Policy Review Committee as voting members representing the Church of England and the Roman Catholic Church respectively.
4. That Chapter 10 of the Constitution be revised to include a Schools Monitoring Panel and a Youth Service Panel, each advising and reporting to the Executive Member for Education.
5. That membership of the Joint Services for Youth Best Value Panel be confirmed as follows:-
