1. On 16 July 2001 the Strategic Planning Joint Advisory Panel (JAP) considered a report (copy attached) which explained why the adopted Hampshire County Structure Plan needed to be reviewed and the alternative ways it could be progressed. The report suggested that some preliminary technical work and dialogue with stakeholders should take place this autumn/winter, but that decisions on policy principles, the scope of the review, how far ahead the revised/new plan should look and a detailed timetable for carrying out the review should wait until spring/summer 2002. JAP resolved to recommend the strategic planning authorities to approve the formal commencement of the review and that it be progressed in the way set out above. The Cabinet will be asked to approve the JAP recommendation on 19 September 2001.

2. During the preparation of the Structure Plan review the Executive Member for Environment will be seeking this Committee's advice on matters on which he will need to reach a decision. Over the coming months, this will include advice on the following issues:

(i) Whether the review should lead to an 'alteration' of the existing Plan which involves changes to only some of the Plan's policies, or to the preparation of a 'replacement plan' which would completely supersede the existing one. An alteration would require fewer staff resources and be progressed more quickly; a replacement plan would enable a more comprehensive review of the Plan's strategy.

(ii) Whether the review should look ahead to 2016 or to 2021. The former would best be allied with an 'alteration'; a `replacement plan' could look further ahead.

(iii) What should be the vision of the new/revised plan, and thus the principles which should, in due course, guide the writing of the new/revised policies.

Recommendation

That the decision to commence the review of the Hampshire County Structure Plan be endorsed.
