57 MINUTES OF THE MEETING HELD ON 28 JUNE, 2001
The Minutes of the meeting held on 28 June, 2001 were confirmed as a correct record and signed by the Chairman.
58 BEST VALUE SERVICE REVIEW SCRUTINY BOARD MEETING 16 JULY, 2001
The Panel received a report of the Chairman (Item 2 in the Minute Book) on the Service Review Scrutiny Board meeting held on 16 July, 2001.
The Panel noted the progress of the review of Information Technology, Management and Systems and the change of scope of the review for Dealing with Incidents and Non-specialist Investigation. It was further noted that a revised scope would be considered at the Scrutiny Board meeting to be held next month.
RESOLVED:
(i) That the progress of the Review of Information Technology, Management and Systems be noted.
(ii) That the Progress towards the revised scope of the Best Value Review of Dealing with Incidents and Non-specialist Investigation and the proposed review manager be noted.
59 PROPOSAL FOR A JOINT BEST VALUE REVIEW OF AIR SUPPORT
The Panel considered a report of the Clerk and the Chief Constable (Item 3 in the Minute Book) proposing a joint Best Value Review of Air Support with Dorset, Sussex and Surrey Forces. The report also recommended that the review should be conducted in year 3, requiring a minor amendment to the Five Year Plan, with the removal of Air Support from the Air, Marine and Dogs Review from year 5.
Members noted that, the Change Protocol Matrix had been completed setting out the ground to be changed. (Copy circulated for consideration).
Members were in agreement that reviewing Air Support on it's own was the best way forward and agreed that the review was a good example of collaboration with other Forces whilst still allowing valid comparisons to be made.
Members requested copies of the review reports from the other collaborating Forces.
RESOLVED:
(i) That the proposed change to the Five Year Plan indicated as appropriate by the Change Protocol Matrix, be approved.
(ii) That the Terms of Reference for the joint review be approved.
60 EFFICIENCY PLAN 2001/2002
The Panel considered a report of the Chief Constable (Item 4 in the Minute Book) providing the first quarter monitoring figures for the 2001/02 Plan.
RESOLVED:
That the report be noted.
61 EFFICIENCY PLAN - FINAL POSITION
The Panel considered a report of the Chief Constable (Item 5 in the Minute Book) providing the final outturn position of the Authority's Efficiency Plan 2000/01 as certified by HMIC.

That the report be noted.
