The Minutes of the meeting held on 11 September 2001 were confirmed as a correct record and signed by the Chairman.
9 REVIEWING THE ADOPTED HAMPSHIRE COUNTY STRUCTURE PLAN
The Cabinet considered the report of the County Planning Officer (Item 2 in the Minute Book) on the proposed formal commencement of the Review of the Structure Plan. The Cabinet approved the proposals as set out in the report and a copy of the relevant decision sheet is set out as Appendix 1 to these Minutes.
10 A NEW FOREST NATIONAL PARK: PROPOSED BOUNDARY
A NEW FOREST NATIONAL PARK: PROPOSED SPECIAL ARRANGEMENTS
The Cabinet considered the report of the County Planning Officer (Item 3 in the Minute Book) on two consultation documents recently published by the Countryside Agency in relation to the proposed designation of the New Forest National Park. Members noted that at the request of the Environment Executive Member the Environment Policy Review Committee had already given detailed consideration to the proposals, and were furnished with copies of the recommendations submitted by that Committee to Cabinet. The Cabinet approved the proposals in line with the suggested amendments by the Environment Policy Review Committee and a copy of the relevant decision sheet is set out as Appendix 2 to these Minutes.
11 COMMUNITY STRATEGY
The Cabinet considered the report of the Chief Executive (Item 4 in the Minute Book) on the continuing development of community strategies in Hampshire. Whilst the principle of establishing a county-wide Local Strategic Partnership (LSP) commended itself to Members, it was considered premature to proceed with the initiative at this particular juncture with a number of issues yet to crystallise. However it was agreed to convene a County conference, involving the District Councils, to discuss progress on District based Local Strategic Partnerships when the current round of discussions with individual District Councils had been completed and to formulate proposals for a countywide LSP. The Cabinet approved detailed proposals and a copy of the relevant decision sheet is set out as Appendix 3 to these Minutes.
12 RIVER HAMBLE - CONSTITUTIONAL ARRANGEMENTS
The Cabinet considered the report of the Director of Arts, Countryside and Community and the Chief Executive (Item 5 in the Minute Book) on proposals for the future management of the River Hamble in line with the County Council's new constitutional arrangements. Members noted minor textual amendments to the report. The Cabinet approved the proposals as set out in the report and a copy of the relevant decision sheet is set out as Appendix 4 to these Minutes.
13 EXCLUSION OF THE PRESS AND PUBLIC
By virtue of paragraph 1 of Part 1 of Schedule 12A of the Local Government Act 1972, the press and public were excluded from the meeting during consideration of the matters contained in Minute 14 below.
14 RATIONALISING THE COUNTY COUNCIL'S STRATEGIC MANAGEMENT - RECREATION AND HERITAGE - PERSONNEL ISSUES
Pursuant to Minute 7 of 11 September 2001, the Cabinet endorsed proposals regarding detailed personnel issues in respect of the rationalisation of the County Council's strategic management in the Recreation and Heritage area.
