AT A MEETING of the RECREATION AND HERITAGE POLICY REVIEW COMMITTEE held at The Castle, Winchester, on Thursday 20 September 2001.

1 POLICY REVIEW COMMITTEES AND THE CONSTITUTION

The Committee received and noted the report of the Chief Executive (Item 1 in the Minute Book) setting out the provisions of the Constitution insofar as they relate to Policy Review Committees.

In respect of Part 3D The Rules of Procedure, paragraph 1.4, it was confirmed that co-optees appointed to the Committee have no voting rights.

2 THE BEST VALUE ROLE AND PROGRAMME FOR THE RECREATION AND HERITAGE POLICY REVIEW COMMITTEE

The Committee considered a report of the Chief Executive (Item 2 in the Minute Book) outlining the County Council's approach to Best Value, the five year programme and the current review programme for this Committee.

The Committee received a presentation by Duncan Savage, Corporate Best Value Team, Chief Executive's Department, followed by a question and answer session. The County Council's statutory obligation to deliver a copy of the Best Value Performance Plan to every household in Hampshire was noted. It was confirmed that a summary version of the Performance Plan had been distributed via the County Council's Hampshire Now publication.

The Best Value Review timetable for the Committee was noted and the following Members were appointed to work informally with each of the current year reviews as follows:-

    (i) Hampshire Transport Management Review

    Councillors: Mrs EM Byrom, Mrs PGE Holden-Brown and Jo Kelly

    (ii) Registration Services Review

    Councillors: Mrs SE Allbright, KG Chapman and BT Gurden

    It was noted that one more nomination was required for each review.

    A publication by the Audit Commission entitled "Another Step Forward" was circulated to Members for information. Additional copies could be obtained from the Corporate Best Value Team.

3 BEST VALUE REVIEW OF THE LIBRARY SERVICE

The Committee considered and noted a report of the County Librarian (Item 3 in the Minute Book) on progress with the Best Value Review of the library service.

The County Librarian confirmed that:-

    (i) in respect of paragraph 2.1 of the report, the response to the interim challenge had been delivered;

    (ii) in respect of paragraph 2.2, the County Council had not yet received the Best Value Inspectorate's final report; and

    (iii) in respect of paragraph 3.1, it was anticipated that the Committee would have the opportunity to view the Best Value Inspectorate's report in November 2001.

4 MINUTES OF THE BEST VALUE REVIEW PANEL (RECREATION AND HERITAGE)

The Minutes of the Best Value Review Panel (Recreation and Heritage) held on 24 May 2001 (Item 4 in the Minute Book) were received by the Committee.
