1 Purpose
1.1 The purpose of this report is to:
· seek Member approval of the scoping report for the service review of Adult Residential Services
· agree the level of Member involvement with the review and how to achieve it.
2 Background
2.1 This review is part of year 2 of the five-year programme of reviews, amended and agreed by the Best Value and Performance Sub-Committee on 9 October 2000.
2.2 The attached scoping report is presented in three elements:
· Service specification - which describes where the service is now
· Project brief - which identifies the aims of the review and the approach to achieving them
· Project plan - key dates or milestones for the review.
2.3 The approach to this wide-ranging review of residential services is to set up three teams in respect of older persons, disabilities and mental health. These will cover issues which are specific to each of the client groups, while a steering group will address strategic and cross-cutting issues, drawing on the information emerging from the separate teams.
2.4 Consideration of residential services to older people needs to be placed in the context of other reviews of services for older people: Year 1 of Best Value reviewed day care services for older people and Year 3 will review services to older people living at home. It will, therefore, be important to consider the potential impact of these service areas on each other and the opportunities this may provide, when developing proposals for improvement.
3 Challenging the Scoping Report
3.1 Before approving the scoping report for the service review, the committee must challenge it to ensure that it:
· Meets national and local requirements
· Will address the concerns of the community and members
· Includes appropriate mechanisms for Member involvement
A checklist is attached to help Members with this (Appendix).
4 Scoping the Review
4.1 Members will also need to consider the scope of the review, for example, by asking:
· Is it clear which services are included within the review and which are not?
· Have the boundaries with other reviews been established, as well as crosscutting issues with other Hampshire County Council reviews and those of other Best Value authorities in Hampshire?
Recommendations
1 That the scope of the review of Adult Residential Services be agreed as covering:
· In house residential provision for people over the age of 18
· External residential provision for people over the age of 18
· Nursing care for people over the age of 18
· Housing with support within the Mental Health and Disabilities reviews
· Adult placement for people with disabilities
· Services provided within a partnership agreement
and excluding the following functions which are included in other Best Value reviews:
· Substance misuse
· Respite care
· Domiciliary care and supporting people
· Catering services
2 That the approach to the review outlined in the project brief and the timetable provided in the project plan be approved.
