Police Authority's 2002/2003 Precept Notice and Annual Policing Plan

1. Introduction

1.1 The requirement to publish a Best Value Performance Plan, commencing in 2000/01, added a new dimension to the publication of the Police Authority's Precept Notice and Annual Policing Plan. The experience of including the Best Value Performance Plan within the Police Authority's publications had highlighted the need to access a single executive body of the Police Authority that can approve the content and any amendments, in order to meet publication deadlines.

2. Managing the Planning Process

2.1 In previous years both the Community Affairs Steering Group, which manages the publication of the Annual Policing Plan, and the Best Value Panel, had to give their approval to different elements of the Precept Notice and the Annual Policing Plan. At times, the two bodies met a week or so apart. This meant that the planning process was delayed and increased the risk of not meeting statutory deadlines. It also involved some duplication of effort. To avoid this situation in the planning process for 2001/02 a joint working group was formed from members and officers of the Community Affairs Steering Group and the Best Value Panel to approve content and amendments of the Precept Notice, Annual Policing Plan and Best Value Performance Plan.

2.2 This Working Group met on four occasions during the planning process with the plan finally being submitted to a full joint meeting of Best Value and Performance Management Panel and Community Affairs Steering Group prior to final approval by the full Authority in February 2001. This year it is recommended that the same process be followed with a suggested timetable as follows:-

Provisional timetable of meetings and purpose:

Early November 2001 Determine style and outline content of Precept
Notice, Annual Policing Plan and Best Value
Performance Plan.

Early December 2001 Style options presented and preferred one chosen.
Early drafts presented for amendments.

Mid January 2002 Mock up documents prepared and final
amendments.

End January 2002 Final Working Group meeting.


Mid February 2002 Final approval of all documents by full Police
Authority.

2.3 The final draft will then be presented to a joint meeting of the Community Affairs Steering Group and the Best Value and Performance Management Panel prior to being recommended to the full Authority for approval.

RECOMMENDATIONS:

(a) That the Chairman and one other Member of the Community Affairs Steering Group and the Chairman and other Member of the Best Value and Performance Management Panel be appointed to form a joint working group to approve the content and amendments to drafts of the 2002/03 Precept Notice, Annual Policing Plan and Best Value Performance Plan.

(b) That the final drafts of the 2002/03 Precept Notice, Annual Policing Plan and Best Value Performance Plan be presented to a joint meeting of the Community Affairs Steering Group and the Best Value and Performance Management Panel prior to being recommended to the full Authority for approval.
