MINUTES OF LAST MEETING

   
 

T/ACO Bacon gave a brief overview of the minutes of the previous meeting.

   
 

The next taskforce meetings have been changed due to FSPG meetings.

MATTERS ARISING

   
 

There were no matters arising.

PRESENTATION ON B24 CFS ACTIVITIES

   
 

StnO Crouch gave a presentation showing the CFS activities at Southsea station. The station is concentrating on the following areas:

   
 

* Young persons and pre-school children.

* Private dwellings and communal bin areas.

* Post Incident Home Safety Advice.

* Students/Naval Blocks.

* Unwanted Fire Alarms.

* Fetes and community events.

REPORT ON CFS ACTIVITIES SINCE LAST MEETING

Community Fire Safety Action Plans

   

The CFS action plan is to give direction to the stations.

Incident Plotting and Targeting

     
   

Information from incident plotting should be used to target respective groups and campaigns in order to reduce calls. This will be measured by the quality audit in twelve months time.

National Chip Week Campaign/National No Smoking Day

     
   

These two national campaigns held recently went well. Resources were well used.

Vehicle Resources

     
   

Recently two more Kitchen Fire Safety Units have been purchased so each division has a unit. These should be delivered in time for the Kitchen Fire Safety Campaign.

   

The Key Stage 2 vehicle is being replaced.

Money has been invested in money to provide a second "After the fire" scenario room using the old curtain-sider.

School Challenge, YFA, Firesetter Intervention

     
   

Mo Bond is the Youth Liaison Officer at Service HQ and is the co-ordinator of YFA and Firesetters Intervention. There is currently a YFA group running in Andover. Donna Smith is the leader of the School Challenge Team. Personnel should liase with Mo and Donna if doing relevant work.

Website Development

     
   

The website is continued to be developed and is going well. The site contains CFS information and interactive pages for children.

Home Fire Risk Assessments/ Supply and Fit Smoke Detectors

     
   

Homes considered at risk are targeted for these policies. These properties are defined through partnership networking with other agencies such as social services. If there is no detector a 10year detector will be supplied and fitted. Currently there is a trial scheme in Eastleigh and Redbridge. Target2000 will continue but is a separate entity. A database will be kept to record the fittings and will be able to access the number of those, which declined a visit.

Age Concern Partnership

     
   

60% of deaths last year were people over the age of 60 and over half of those did not have smoke alarms. In partnership with age Concern there is now a campaign with backing from Jamie Colvin. The Age Concern video was shown.

Junior Citizens Scheme

     
   

The Junior Citizens scheme is multi-agency days held for children to teach them about different dangers. Approximately 2500 children attended the recent events at Rookwood School, Eastleigh.

KITCHEN FIRE SAFETY CAMPAIGN

   
 

The majority of fires start in the kitchen. Each division will have it's own Kitchen Fire Safety Unit to be used as a display and intervention vehicle in time for the campaign. There will also be posters and leaflets, which have been funded jointly with other brigades.

ELECTRIC BLANKET CAMPAIGN

   
 

There will be campaign held in October on stations jointly with Trading Standards. Local people will be invited to attend to get their electric blankets tested.

ARSON FORUM, MEMORANDUM OF UNDERSTANDING

   
 

A scoping study made last year made several suggestions including work with the police. About one third of fires are non-accidental and a memorandum of understanding has been drawn up. A bid for funding was successful and a liaison officer post will be created for arson control.

NATIONAL CAMPAIGN

   
 

A national campaign runs every year. This year it is to reach out to the hard to reach and promote smoke detectors. There will be a three week campaign in September linked with the home escape plan..

ANY OTHER BUSINESS

   
 

A proportion of this year's budget has been used to fund radio advertising. A tape of HFRS adverts was played.

   
 

ACO Bacon thanked Councillor Mike Shand, who has been very faithful in his attendance at these meetings, for his support of Community Fire Safety.
