MINUTES OF THE MEETING OF THE COMMUNITY FIRE SAFETY TASK FORCE GROUP

There were no matters arising.

PRESENTATION ON C32 EASTLEIGH CFS ACTIVITIES

Stn O Alec Martin presented his presentation informing the meeting on the CFS activities taking place at Eastleigh. The main topics were:-

* Incident plotting and targeting identified hot spots.

* Development of the station CFS action plan.

* Allocation of key activities to watches.

* Smoke detection supply and fit scheme.

* Partnership development.

5.

REPORT ON CFS ACTIVITIES SINCE LAST MEETING

5.1

School Fire Safety Unit

Now virtually complete will be ready for new school term.

5.2

School Challenge Crew

Statistics given to meeting showing an increase in the number of school children who received fire safety education in all key stage 1,2, & 3 levels. Full report on school year to be shortly published.

5.3

Young Firefighters Association

Meeting advised that a new group will be opening at St Mary's by the end of year.

5.4

Fire Setter Intervention

More then 150 case dealt with so far this year, cases are becoming more complex. Comments raised on the need for a full time case officer to deal with the bulk of cases especially the complex ones.

Web Site Development

New interactive pages now available promoting school education and Home Assessment.

Home Fire Assessments/Supply And Fit

Working very well, pilot scheme now increased to cover Rushmoor and Fareham areas. Over a hundred detectors fitted so far to identified vulnerable risks.

ELECTRIC BLANKET CAMPAIGN

This campaign is in partnership with trading standards and is scheduled in the following areas:

NATIONAL SMOKE ALARM CAMPAIGN

This National campaign co-ordinated from the National Community Fire Safety Centre (NCFSC) commences on the 6 September. HFRS launch will take place at HQ's 1200hrs. The main theme of the campaign is the promotion of providing domestic smoke alarms and focuses on the excuses used by the public not to have them.

WATERLOOVILLE

The meeting was advised on the trial current taking place at Waterlooville, which pays retain firefighters in return for CFS work. Such work on a payment basis will only take place when a specific identified need has been determined. Waterlooville is tackling a serious arson problem associated with a residential area, where the Service has been called out on many occasions. Existing CFS activities provided by the station are expected to continue on a non-payment basis.

ARSON

The CFO of HFRS and Isle of Wight Fire and Rescue Service, and the Chief Constable of the Hampshire and Isle of Wight Constabulary have signed a memo of understanding. The purpose is to provide a co-ordinated approach between the services to prevent, detect and reduce arson.

The date of the next meeting is Monday 19th November, 1430hrs at Rushmoor Fire Station.
