1. Summary

1.1 The following decision is sought:

That approval be given for the Penalty Charge Notice level in the Winchester City Council area to be raised to £60 (reduced to £30 if paid within 14 days).

2. Reason

2.1 On-street parking enforcement in Winchester is operated by the City Council under an Agency Agreement with the County Council. The City Council has decided to raise the penalty charge for parking contraventions in car parks to £60 (reduced to £30 if paid within 14 days) and resolved that approval be sought from the County Council to adopt the same level of charge under the terms of the Agency Agreement (see appendix). This would bring penalty charge levels into line with the fixed penalty charge issued by the Police for motoring offences which was set at £40 and £20 in 1991 but raised in November 2000 to £60 and £30.
