1. Summary
1.1 The following decisions are sought:
(i) That this Project Appraisal be approved.
(ii) That it be resolved that the length of footway on the southern side of Wellington Avenue between A323 Farnborough Road and Lime Street be converted to shared cycle/pedestrian use under Sections 65 and 66 of the Highways Act 1980.
2. Reason
2.1 To allow the introduction of a shared pedestrian/cycle path on the southern side of the A323 Wellington Avenue, Aldershot between A325 Farnborough Road and Lime Street.

7. Scheme
7.1 Introduction
On 26 October 1998 the former Roads and Development Sub-Committee resolved that an Agreement be entered into with Berkley Commercial Developments Limited, the developer of the Royal Pavilion site in Aldershot, to carry out highway improvements as part of the granting of the planning permission. This Agreement included a financial contribution of £85,000 towards the implementation of the cycle strategy for the area, including provision of a Toucan crossing on the A325.
On 10 September 2001 the Executive Member - Environment approved a Project Appraisal for the provision of the Toucan crossing.
This report seeks to promote a further element of these highway works by provision of a shared pedestrian/cycle path on the southern side of the A323 Wellington Road (see attached location plan).
7.2 Details
The existing footway will be widened to 3.2 metres wide (including a 0.5 metre wide safety margin) between A325 Farnborough Road and Lime Street and will be designated as shared use for pedestrians and cyclists. Crossing facilities have already been installed at the Lime Street roundabout as part of an earlier scheme.
7.3 Standards
The design adheres to the Department for Transport, Local Government and the Regions and Hampshire County Council's standards.
7.4 Statutory Procedures and Consultation
The conversion of the existing footway to shared cycle and pedestrian use requires a resolution to invoke powers under Sections 65 and 66 of the Highways Act 1980. No other statutory procedures are required. Widespread consultation was carried out in the development of the Rushmoor Cycle Plan 1996-1997 in which this route was identified.
7.5 Policy Considerations
The route was identified as part of a strategic route in the Rushmoor Cycle Plan 1996-1997 and is consistent with the North East Hampshire Transport Strategy which encourages cycling as an alternative to the private car.
7.6 Environmental Impacts
The proposal will involve some additional signs and footpath construction but the area is not considered to be environmentally sensitive and the impact will be negligible.
7.7 Land Requirement
No land acquisition required. All works to be confined within existing public highway limits.
7.8 Alternative Arrangements
No alternative arrangements were considered appropriate.
7.9 Local Member's View
The local Member, Councillor Kimber, is supportive of the proposals.
7.10 Crime and Disorder Act 1998
No areas of concern have been identified.
7.11 Sustainability
The scheme will encourage cycling as an alternative to the private car.

8.3 Maintenance Implications
The proposal will result in approximately 530 square metres of additional footway, an additional 7 signs and associated markings. The annual cost of this is estimated to be £500.
