STATEMENT OF NEED/JUSTIFICATION FOR PROJECT (Client Department) |

In 2000/01 the County Council introduced a Safer Routes to Schools Capital Programme with over £1 million available per year from 2001/02 to 2005/06. This is being allocated across the 10 Area Strategies. Partnership arrangements will be set up with schools covering road safety education and school travel plans, linked to physical measures to improve safety. The North East Hampshire Transport Strategy (NEHTS) Area has a provisional allocation of £100,000 from the 2001/02 Safer Routes to Schools budget. A sum of £50,000 has been allocated to this scheme and therefore in order to progress it a further £55,000 is required. It is proposed that this will be met by bringing forward £55,000 from the 2002/03 Safer Routes to Schools programme. | |
The proposed scheme for Trunk Road, Farnborough forms part of the Safer Routes to Schools programme for 2001/02. Its need has been identified by pupils from both Guillemont Junior School and Parsonage Farm Infant School (within the context of a school travel plan) and is supported by a petition from local parents, many of whom have children at both schools. Rushmoor Borough Council supports the scheme and has prepared the design in consultation with the schools. |

ROAD IMPROVEMENT PROPOSAL (Client Department) |

National/County network and policies The scheme is being funded though the Safer Routes to Schools Capital Programme (see Agenda item 8). It is therefore in line with Government policy to improve child safety as well as make the environment for walking and cycling safer. |
Details of scheme A plan is attached which provides details of the proposed improvements. The scheme will connect existing footways, thus reducing the need for school children to cross the road. The works include: (i) new footways from Guillemont Junior School/Pinewood Infant School on Sandy Lane to Minley Road to link with existing footway; (ii) new footway from Minley Road to Trunk Road to link with existing footway to Parsonage County Infant School; (iii) resurfacing of existing footway along Trunk Road; (iv) red anti-skid surfacing to be placed at and before various crossing points; (v) a raised table with crossing point will be installed outside Parsonage County Infant School to provide level access for pedestrians, to reduce the speed of traffic and raise awareness amongst drivers; (vi) tactile paving to be installed at all crossing points; and (vii) 21 street lighting columns to be installed along the footways on Minley Road and Trunk Road. |

Environmental impact The scheme should help to ensure a safer and improved environment for all pedestrians and vulnerable road users, but in particular school children and pupils on their journeys to and from school. The scheme will enhance existing provisions and have a low environmental impact. | ||
Land requirements No land acquisition required. All works to be confined within existing public highway limits. | ||
Statutory procedures None. | ||
Public consultation The local Member, Councillor Sheehan, has been consulted and is very supportive of the scheme. | ||
Facilities for the disabled No specific facilities are required. The scheme will improve access for any pupils who do have disabilities, whether it be long or short term, because new footways will be provided, allowing a safer pedestrian environment. A raised table is proposed outside Parsonage Farm County Infant School which will provide level access to the school. There will be no loss of access for anyone accessing the school or residential properties. | ||
Maintenance Implications As detailed in Section 1, the maintenance implications for the Revenue Budget are minimal and will be taken into account at the setting of the annual budget. | ||
Crime and Disorder Act 1998 No impact. | ||
Sustainability The scheme will improve the environment for walking and cycling, thus widening travel choice and reducing dependence upon the motorcar. |

This scheme has been developed as the result of a school travel plan produced by Parsonage Farm Nursery and Infant School, there are no alternatives identified as the improvements are mainly footway provision. |
