AT A MEETING of the JOINT SERVICES FOR YOUTH BEST VALUE PANEL of the COUNTY COUNCIL held at The Castle, Winchester on Tuesday, 9 October 2001.

1. MINUTES

The Minutes of the meeting of the Best Value Review Panel (Education/Social Services) held on 28 March 2001 were confirmed as a correct record and signed by the Chairman.

2. TERMS OF REFERENCE AND MEMBERSHIP

The Chief Executive presented a report setting out the terms of reference and membership of the Panel (Item 2 in the Minute Book).

RESOLVED:

That the terms of reference, as outlined in the report, be approved.

3. BEST VALUE SERVICE REVIEW - SCOPING REPORT FOR APPROVAL

The Chief Executive presented a report seeking approval for the scooping report for the review of Services for Youth (Item 3 in the Minute Book). The scoping report consisted of a service specification, project brief and plan and outlined the challenge, comparison and competition element of the review. Members took the view that references to drugs in the report should be changed to read substances and that paragraph 2.2 (3) of Appendix 1 should refer to young people taking responsibility for their actions. Members requested an input to the review from the Arts, Countryside and Community Department. Consideration was also given to the appointment of members to the service review team.

RESOLVED:

That:-

(a) the scoping report for the review of the Joint Services for Youth be approved subject to the amendments suggested.


(b) the following members be appointed to the Service Review Team:-

Councillors:- Mrs P.G. Peskett (Deputy Mrs P.G.E. Holden-Brown)
Mrs P.A. West (Deputy Mrs P.G. Banks)
W.H. Wheeler (Deputy M.F. Cartwright)


(c) the review team be extended to include somebody from the Arts, Countryside and Community Department.

That future meetings be held as follows:-

Panel Meetings - 4 December 2001 and 2 July 2002
Challenge Workshops - 31 January and 27 March 2002
Review Team Meetings - 8 November and 6 December 2001 and
