1. Summary

1.1. This report sets out the terms of reference and membership of the Panel.

2. Terms of Reference

2.1. The terms of reference for this Best Value Review Panel, are as follows:

_ To undertake Best Value the review with a view to effecting continuous improvements in the way the Services for Youth are delivered, having regard to a combination of economy, efficiency and effectiveness.


_ To receive reports and information from officers, members, organisations and individuals as required by the Panel to further its work, and to interview members, officers, staff and comparable organisations as appropriate.


_ To monitor and review policy, decisions and the service delivery issues referred by the Council or the Policy and Resources Executive Member.


_ To identify and make recommendations on cross-cutting issues in consultation with Policy Review Committees in order to optimise the use of resources and improve service delivery.
