1 SOUTH HAMPSHIRE RAPID TRANSIT PROCUREMENT JOINT PANEL
(1) The Panel shall be called the "South Hampshire Rapid Transit Procurement Joint Panel" and shall comprise up to five members appointed by Hampshire County Council and up to five members of Portsmouth City Council.
(2) The Panel shall be responsible for guiding and co-ordinating work on the development, and procuring the design, construction, operation and maintenance, of a rapid transit system in Hampshire in accordance with the following details, and within the delegated budget
(a) advising Hampshire County Council and Portsmouth City Council on the procurement of the rapid transit system as may be authorised by the Secretary of State under the South Hampshire Rapid Transit Order 2001 (`SHRT 1')
(b) advising Hampshire County Council and Portsmouth City Council on any other matters concerning the development of a rapid transit system within South Hampshire considered necessary (`SHRT')
(c) making all decisions and authorising any action necessary to secure the development of SHRT except that the agreement of terms and conditions with the selected company or consortium for the design, construction, operation and maintenance of SHRT 1 shall be reserved to Hampshire County Council and Portsmouth City Council.
(3) The Chairman of the Panel shall be the Leader of Hampshire County Council and the
Vice-Chairman shall be the nominee of Portsmouth City Council
(4) Meetings of the Panel shall be held on dates agreed between the County Council and
the City Council and shall be convened by the Secretary of the Panel giving at least 14
days' notice
(5) The Secretary of the Panel shall convene a meeting at the request of the Chairman or
within 7 days of receipt of a notice from either authority requiring him to do so
(6) Conduct of meetings of the Panel shall be regulated by the Standing Orders of
Hampshire County Council so far as the same are applicable to Committees and are
consistent with these terms of reference and no member shall have a casting vote
(7) A quorum for the meetings of the Panel shall be three of whom at least one must be a
member of the County Council and at least one of whom shall be a member of the City Council

LIGHT RAPID TRANSIT DEVELOPMENT PANEL
(1) The Panel shall be called the `LRT Development Panel' and shall be comprised
of up to five members appointed by Hampshire County Council and up to five members
of each of the appropriate highway authorities.
(2) The Borough Councils of Fareham and Gosport and such other authorities as
may be appropriate shall be invited to send up to three representatives to those meetings
of the Panel at which matters affecting their area are discussed but such representatives
shall not be entitled to vote.
(3) The Panel shall be responsible for:-
a) advising Hampshire County Council and the appropriate City Council or Councils on such matters relating to the development of all or any of the phases of the Light Rapid Transit system as may be referred to it
b) steering the work of the project team and officers of County and City Councils concerning the development of all or any of the phases of the Light Rapid Transit system.
c) authorising the commissioning of consultants and advisers to advise on such aspects as are necessary to enable the panel to carry out its functions.
d) authorising any agreements or other action (including minor amendments to the route or specification of the Light Rapid Transit system) considered necessary.
e) authorising such consultation with the public or a section of the public or with any interested body or bodies as it considers appropriate.
PROVIDED that the Panel shall not consider any matter which is within the Terms of Reference of the South Hampshire Rapid Transit (Procurement) Joint Panel which has not been referred to it by the South Hampshire Rapid Transit (Procurement) Joint Panel.
And PROVIDED that the Panel shall not authorise any action pursuant to the above which is not covered by an approved budget, or if at least two members of the County or City Councils require the matter to be referred to those Councils for decisions.
(4) The Chairman of the Panel shall be from Hampshire County Council and the Vice-
Chairman shall be from the appropriate highway authority affected by the matter
discussed, and if more than one by the most appropriate highway authority.
(5) Meetings of the Panel shall be held on dates agreed between the County Council and the
appropriate highway authority and shall be convened by the Secretary of the Panel giving at least 14 days notice.
(6) The Secretary of the Panel shall convene a meeting at the request of the Chairman or
within 7 days of receipt of a notice from any of the highway authorities involved
requiring him to do so.
(7) Conduct of meetings of the Panel shall be regulated by the Standing Orders of
Hampshire County Council so far as the same are applicable to Committees and are
consistent with these terms of reference, and no member shall have a casting vote.
(8) A quorum for the meetings of the Panel shall be three of whom at least one must be a
member of the County Council and at least one of whom shall be a member of each of
the appropriate highway authorities.

3 CONSEQUENTIAL AMENDMENTS TO OTHER PANELS
The terms of reference of SEHTS shall be amended so that it shall not have terms of reference that duplicate the functions delegated to the South Hampshire Rapid Transit Procurement Joint Panel and the South Hampshire Rapid Transit Development Joint Panel provided that SEHTS shall receive reports from the South Hampshire Rapid Transit Procurement Joint Panel and the South Hampshire Rapid Transit Development Panel as appropriate to its functions.
Liaison will be commenced with SCC about the manner and method of developing the phases of SHRT that link with Southampton.
The terms of reference of SATS shall be amended so that it shall not have terms of reference that duplicate the functions delegated to the South Hampshire Rapid Transit Procurement Joint Panel and the South Hampshire Rapid Transit Development Joint Panel provided that SATS shall receive reports from the South Hampshire Rapid Transit Procurement Joint Panel and the South Hampshire Rapid Transit Development Joint Panel as appropriate to its functions.
