Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

Landlord Funded Work connected with this Scheme
There is no Landlord funded work to be undertaken as part of this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Building Cost - Net Cost: Drama Block = £1,341 per m2, which includes abnormals of £100 per m2 associated with the stepped seating arrangement.
- Net Cost: Science and General Teaching Block = £952 per m2, which includes abnormals of £50per m2 associated with the piled foundations.
The above net costs relate to the new build elements of the scheme only; it would be misleading to provide a gross cost per m2 owing to the alterations elements of the scheme.

(a) Energy Costs
The existing school comprises some 10,000 m2 of accommodation and the annual fuel cost is approximately £39,000.
Upon completion of this project and following th removal of all temporary classrooms, it is anticipated that the annual increase in fuel cost for the school will be in the order of £2,520.
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
Due to a forecast rise in pupil numbers a bid was made to the Department for Education and Skills (DfES) for additional Basic Need places. This bid was successful and an extra 118 places are to be provided at the school.
3. DETAILS OF SITE
LOCATION
Mill Chase Community School is located at Mill Chase Road, Bordon.
ADJOINING LAND AND BUILDINGS
North of the school site is Weyford Infant and Junior Schools with residential accommodation beyond. To the east is a recreation ground with the Meadow Special School site beyond. The Deadwater River runs along the western elevation of the site with housing and the main Bordon High St (A325) beyond. To the south are fields and woodland.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area (including a detached playing field) is 22.7 acres (9.20 hectares). The DfEE guideline for a school of this size is 15.74 acres (7.81 hectares).
The DfEE guideline represents the minimum desirable site size assuming optimum utilisation (i.e, ideal site shape and levels, location of buildings, points of access and lack of physical constraints). This optimum utilisation can rarely be achieved.
Therefore whilst the actual size area is above the guideline size, the identification of any areas as being potentially surplus, and of value, may be prevented by unique site limitations, detriment to the retained school, or restrictive planning policies which seek to protect open space and playing fields.
The County Council's Property Review has examined service delivery from this site together with an assessment of any opportunities for alternative uses or release of land for disposal and has concluded that no such opportunity arises.
PLANNING POSITION
A formal planning application was submitted to the County Planning Officer during late July 2001 and an outcome is expected during October 2001.
SUITABILITY FOR PROJECT
The proposals outlined in this design project appraisal have been developed in consultation with the Headteacher and Governors of the school. Upon completion of the project the school will be enlarged to accommodate 1,049 pupils.
The school will benefit from better organised science accommodation and improved drama facilities and the project will also enable the removal of a temporary classroom from site which will be undertaken as part of a separate contract.
RESULTS OF TRIAL BORE HOLES
A site investigation was undertaken during March 2001 and the results revealed the ground condition to be predominately granular. A second site investigation has recently been requested the results of which are still awaited.
The Director of Property, Business and Regulatory Services has, in preparing the cost estimate for this project, assumed that the buildings will require piled foundations and suitable funding has been made available for this.
ACCESS
The main vehicular access point to the school site is from Mill Chase Road to the north east corner of the site. Vehicles approaching the site enter at the north east corner, which gives direct access to the school car park located along the northern boundary of the site, and exit the site from the north west corner. Pedestrian access is also available from both of these entrance/exit points on Mill Chase Road.
There will be no change to the existing access arrangements currently used at this site.
COMMENTS ON SITE LAYOUT
The site is rectangular in shape and the main school car park is to the north of the site adjacent to the vehicular entrance. The school buildings are positioned to the north of the site with linear blocks of accommodation spanning the site from south west to the north east. The playing fields are to the south of the school buildings with an All Weather Pitch located to the south east corner of the site.
A community leisure centre building, used by the general public, occupies a central position on the site between school buildings to the north and south. (This building is administered and staffed by East Hants District Council).
The new science and general teaching block will be positioned on a part of the site near to the eastern boundary which is currently occupied by a rural studies building. Prior to the commencement of the construction period the rural studies building will be demolished and the area prepared for the new teaching block.
The proposed drama room will be constructed to the south of the existing school buildings, adjacent to the existing drama accommodation, near to the edge of the school playing field.
MAINS SERVICES POSITION
Existing mains services are considered to be of a sufficient capacity to be extended as required to serve the proposed new accommodation. It will be necessary to divert existing underground services to supply the new science accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Perimeter paving will be provided to the exterior of the proposed new science/general teaching block and the new drama room.
Steps will be constructed on the southern elevation of the new drama room which will face the playing field. This area can be used to view sports activity on the fields or for outside performances and this element of the work will be included as a tender option.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to construct a two storey teaching block near to the eastern boundary of the site on an area of land currently occupied by a rural studies building, which will be demolished at the start of the project. The new teaching block will offer the following accommodation:

- three general teaching classrooms
- office
- store
The school are providing funding for an open covered walkway which will link this new teaching block to two existing teaching blocks positioned to the north and south of the new accommodation. These buildings are also used for science and the walkway will provide direct access between the buildings.
The proposed new drama accommodation will be provided by way of a single storey block which will link, via a glazed link, to the existing drama room, located on the first floor of a ROSLA block to the north. The new building will offer a drama room of some 120m2 , store, control room and plant room. An assisted WC will be included within the glazed link.
The northern elevation of the building will have translucent glazing on the north façade which will offer privacy from the adjacent tennis courts. This large window can be opened back to provide an option for outside performances.
PLACES PROVIDED
Upon completion of this project the school will provide 1,049 places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The existing buildings on site are considered to be in a reasonably fair condition for their age and type.
TEMPORARY BUILDINGS
There is currently one double temporary building located on this school site, which is in a good condition. The unit is located to the south of the existing buildings on site near to the playing field. Upon completion of the proposed building works the unit will be removed from site, however, this work will be undertaken as a separate contract and will not incur a cost to this project.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The proposed location of the new science and drama accommodation has been chosen to maximise the available space on this site and to complement the location of existing buildings, which will minimise the movement of pupils around the site. The site will also benefit from the removal of a double temporary classroom.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The existing buildings on site are a mixture of two storey SCOLA and single storey buildings.
The new science/general teaching block will be of a multi stock brick work construction to match existing buildings on site. The roof to this block will have a pitched aluminium covering and the staircase roof will be finished in zinc.
The drama block will be of a steel frame construction with multi stock brick cavity parapet walls. The roof to this block will be covered in a high performance felt and will allow access to mechanical air handling plant. Galvanised metal safety handrails will run the length of the steps on the southern elevation of the drama building.
Windows to both teaching blocks will be double glazed with aluminium frames.
FACILITIES FOR THE DISABLED
Level access will be provided to the drama room and to the ground floor of the science block. An accessible WC will be provided in each of the new accommodation areas.
HEATING AND VENTILATION SYSTEMS
A new gas boiler housed within a plant room in the science block will serve a low pressure hot water heating system feeding radiators. Ventilation will be by natural means via opening windows.
A new gas boiler housed within a boiler room in the drama block will provide under floor heating served by a low pressure hot water heating system. An external air handling unit will provide mechanical ventilation to the drama room.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals have been agreed by the Headteacher and Governors of the school as being the most appropriate form of development to replace the temporary building with permanent teaching accommodation and provide the additional basic need places required for September 2002.
CAR PARKING
There will be no change to the arrangements of the existing main school car park located to the north of the school site. However, an accessible parking bay will be marked out on the car park adjoining the community leisure centre.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, County Planning Officer, County Surveyor, Estates Practice.
5. THE BUILDING DEVELOPMENT
Upon completion of these proposals the school will heave the required amount of teaching accommodation in permanent buildings with much improved drama and science facilities.
