AT A MEETING of the SOUTH HAMPSHIRE RAPID TRANSIT PROCUREMENT JOINT PANEL held at The Castle, Winchester on Thursday 1 November 2001.

15. THE LATE COUNCILLOR S. LEYLAND
Members stood in silence as a mark of respect to the memory of Councillor S. Leyland, Member for Gosport (Rowner) Electoral Division, who had died recently.
16. MINUTES
The Minutes of the meeting held on 10 July 2001 were confirmed as a correct record and signed by the Chairman.
17. SOUTH HAMPSHIRE RAPID TRANSIT 1 - PROGRESS REPORT
The Panel considered the report of the County Surveyor and City Engineer (Item 2 in the Minute Book) on recent progress on the continuing development of the Project now that the procurement process timetable had commenced. The officers gave an audio visual presentation in amplification of the report, and answered detailed Member questions.
RESOLVED:
That the report be noted and that actions taken by the officers to progress South Hampshire Rapid Transit 1 be endorsed.
18. EXCLUSION OF THE PRESS AND PUBLIC
RESOLVED:
That, by virtue of Paragraph 9 of Part I of Schedule 12A of the Local Government Act 1972, the press and public be excluded from the meeting for consideration of the matter contained in the following minute.
19. OUTPUT SPECIFICATION - PROGRESS AND APPROACH
The Panel considered the confidential report of the County Surveyor and the City Engineer (Item 4 in the Minute Book) on progress to date on the production of an Output specification for the scheme. The officers noted detailed points made by Members in discussion for incorporation into the Output Specification for the scheme as appropriate.
RESOLVED:
(i) That the Panel endorses the principles contained in the latest draft of the Output Specification and, subject to final consultation with the Chairman and Vice-Chairman, authorises the Procurement Board to submit this with any further amendments that it considers appropriate to the Office for the Government Commerce and to South Hampshire Rapid Transit 1 scheme bidders at the appropriate time.
(ii) That if, following consultation with the Chairman and Vice-Chairman, there are any outstanding issues to be resolved in the Output Specification, a further meeting of the Panel be convened.
(iii) That, subject to incorporation of detailed Member comments made in discussion, the Panel endorses the approach suggested in relation to advance works, carriage of cycles, urban design guidelines, fares policy and advertising, and authorises the Procurement Board to progress these matters accordingly.
