Traffic Regulation Order - The Dean, Alresford

1. Summary

1.1 The following decision is sought:

      That approval be given to implement the proposed Traffic Regulation Order in The Dean, Alresford, as shown on the attached drawing no.TS3339.

2. Reason

2.1 The scheme was developed in response to concern about on-street parking issues by New Alresford Town Council and advertised with the approval of the local Member, Councillor Mrs Glasspool, and the Police. The effect of the Order would be to:

    (i) increase current one hour limited waiting to a period of two hours to facilitate use of parking areas by visitors to the town;

    (ii) prevent all-day parking by commuters to the detriment of residents in adjacent side roads; and

    (iii) prevent parking of vehicles at all times at the Arle Gardens junction where heavy goods vehicles need to turn.

2.2 Three letters of objection have been received as a result of formal advertisement and the issues raised are summarised in the attached appendix, together with officer's comments. None are considered significant enough to justify amendment or withdrawal of the proposed Order.

The waiting restrictions proposed for Arle Gardens should be extended to assist in keeping their driveway clear of parked cars.

'No Waiting at Any Time' restrictions were proposed for the first 25 metres of Arle Gardens as part of the restrictions at the junction with The Dean. These are needed to prevent obstructive parking and improve visibility at the junction. There is no justification on this basis for a further extension into the residential road. However, in view of the comments made, the objectors have been advised that access 'Keep Clear' markings will be included as part of the scheme.

The introduction of waiting restrictions in both Arle Gardens and Mallard Close will result in a lack of all-day free parking, which is unacceptable given that there is no alternative long-term parking in the vicinity and parking in West Street is not permitted.

The extent of the proposed waiting restrictions in Arle Gardens is just 25 metres from the junction with The Dean and unrestricted on-street parking will still apply for the remainder of the road. Mallard Close restrictions apply to daytime only, so enabling on-street parking after 6pm. There is also a fee paying all-day car park just off West Street in Station Road. The overall loss of convenient parking is therefore considered to be not unreasonable in relation to the advantages of improved visibility and reduced obstruction.
