1. Summary

1.1 The following decision is sought:

    That the Harbour Master enforces the removal or repair of private pontoons in compliance with the Crown Estate's proposed mooring licence and introduces a process of annual self-certification.

2. Reason

2.1 Due to the concern of the Crown Estate representative at the condition of a large number of private pontoons moored between piles, following a joint survey of all mooring piles.

7. Introduction

7.1 As a condition of the sale of the piles to the Crown Estate, the Harbour Authority agreed to institute a campaign to enforce the Pontoon Consent Conditions prior to 1 January 2002.

7.2 A comprehensive independent survey was made of all the pontoons on the river, the surveyor being assisted by the Deputy Harbour Master and Mr Alexander (Royal Yachting Association representative to the former River Hamble Harbour Management Sub-Committee).

8. Proposal

8.1 The Crown Estate has now issued its interim arrangements for 2002 together with its proposals and policies for the future management of the moorings.

8.2 It is now proposed to forward to pontoon owners appropriate letters seeking either to:

    (i) remove pontoon; or

    (ii) repair in accordance with the survey report; and

    (iii) introduce a procedure for the annual self-certification by owners of pontoons.
