1. Summary

1.1 The following decisions are sought:

      (i) That approval be given for the Chief Executive to conclude an appropriate legal Agreement with Frogmore Developments Limited and Basingstoke and Deane Borough Council in relation to the making of a financial contribution of £350,000 towards the implementation of the Basingstoke Environmental Strategy for Transport.

      (ii) That, subject to the completion of this Agreement, Basingstoke and Deane Borough Council be informed that there is no objection to office development on land opposite Gateway House, Basing View, Basingstoke.

2. Reason

2.1 To secure an appropriate level of financial contribution towards the implementation of the Basingstoke Environmental Strategy for Transport (BEST).

4. Conflicts of Interest Declared by the Decision Maker or a Member or Officer consulted - Not applicable.

5. Dispensation granted by the Standards Committee- Not applicable.

6. Reason for the Matter being dealt with if Urgent

      Need for the Agreement to be concluded as a matter of urgency to avoid Basingstoke and Deane Borough Council losing the currently secured end user.

7. Scheme

7.1 A full planning application has been submitted by Frogmore Developments Limited to Basingstoke and Deane Borough Council for the development of 14,724 square metres of offices on 1.4 hectares of land at the eastern end of Basing View to the north of the railway line, as illustrated on the attached plan.

7.2 The Borough Council supports this form of development on this allocated site and has therefore resolved to the conclusion of appropriate legal Agreements.

7.3 The local Member, Councillor Frankum, raises no objection in principle to the proposals.

8. Transportation Proposals

8.1 The site gains access from Basing View, which is an adopted highway.

8.2 The proposal includes the provision of 535 car parking spaces, which is in accordance with the requirements of the local planning authority and in line with the latest Planning Policy Guidance. Provisions for disabled parking, motor cycles and cycles are in accordance with the standard.

8.3 The developer has agreed, in negotiation, to make a financial contribution towards the implementation of BEST, to secure appropriate highway and cycle improvements, safety measures and traffic management measures within the local area. He has also agreed to conclude a legal Agreement with the local Planning Authority to secure the provision of a Green Travel Plan for the site.

9. Financial Implications

9.1 In the event of planning permission being granted the developer has agreed to:

      (i) make a financial contribution of £350,000 towards the implementation of BEST; and

      (ii) fund, implement and monitor a Green Travel Plan for the site.
