1. Summary

1.1 The following decision is sought:

    That approval be given to implement the proposed Traffic Regulation Order in Anmore Road, Martin Avenue and Ashling Gardens, Denmead, as shown on the attached drawing No. TS2954.

2. Reason

2.1 The scheme was developed in response to concern about safety in the vicinity of the junctions by local residents and advertised with the approval of the local Member, Councillor Felicity Hindson, and the Police. The effect of the Order would be:

    (i) Anmore Road: to extend the current waiting restrictions in the vicinity of the junction with the B2150, Hambledon Road to assist visibility and safety;

    (ii) Anmore Road/Martin Avenue junction: to prevent parking in the vicinity of the junction to overcome safety concerns; and

    (iii) Ashling Gardens: to extend the current waiting restrictions in the vicinity of the junction with the B2150, Hambledon Road and the Car Sales site to assist visibility and safety.

2.2 Three letters of objection have been received as a result of formal advertisement and the issues raised are summarised in the attached appendix, together with the officer's comments. None are considered significant enough to justify amendment or withdrawal of the proposed Order.

Ashling Gardens: Proposals are welcome but inadequate and will merely shift the problem of all-day parking by workers and visitors from the nearby Car Sales further into Ashling Gardens. The road should be made 'No Parking Except for Residents and Services'.

The proposals in Ashling Gardens have been put forward to prevent vehicles parking in the vicinity of the junction with the B2150, Hambledon Road during the daytime, to assist visibility and safety. It is recognised that this may cause vehicles to park further into Ashling Gardens but as the additional restriction is only 20 metres, it is only likely to be a small number. Clearly, there is considerable history surrounding the operation of the Car Sales site, but the current proposals were never intended to address this issue. Furthermore, any attempt to introduce parking controls in the residential area is likely to be controversial for the residents themselves.

Ashling Gardens: The waiting restrictions should apply at all times rather than the working day between 0800 and 1800.

The restrictive waiting times cover the period when traffic is at its busiest and merely extend the existing restrictions in Hambledon Road to prevent daytime parking up to the corner of Ashling Gardens. Outside these hours the potential safety problems are much diminished.

Martin Avenue and Anmore Road: Agrees that restrictions will help with the parking problems but feels the problem of traffic speeds in Anmore Road has not been addressed.

This proposal is intended to prevent parking in the vicinity of the junction to overcome safety concerns. A previous proposal to introduce a more extensive set of restrictions incorporating staggered 'block' parking (a form of traffic calming) was rejected by the residents before the proposed Traffic Regulation Order could be advertised. They were concerned that they would no longer be able to park conveniently outside their homes.
