1. Summary
1.1 The following decision is sought:
(i) That approval be given for the Chief Executive to conclude an appropriate legal Agreement with Bryant Homes (Southern) Limited and Basingstoke and Deane Borough Council in relation to the implementation, at no cost to the County Council, of approved highway works at the junction of the A30 with Dickens Lane, the provision of a right turn lane and anticipated works incorporating facilities for pedestrians, cyclists and public transport, and to the making of a financial contribution of £135,000 towards the implementation of the Basingstoke Environmental Strategy for Transport.
(ii) That, subject to the completion of this Agreement, Basingstoke and Deane Borough Council be informed that there is no objection to the residential development of land off Dickens Lane, Basing.
2. Reason
2.1 To ensure proper access to serve the development site and to secure an appropriate level of financial contribution towards the implementation of the Basingstoke Environmental Strategy for Transport (BEST).

7. Introduction
7.1 A full planning application has been submitted by Bryant (Homes) Southern Limited to Basingstoke and Deane Borough Council for the development of 54 housing units on the former County Council highway depot site off Dickens Lane, Basing. The site totals some 1.48 hectares and is located off Dickens Lane to the south of the A30, as illustrated on the attached plan.
7.2 The Borough Council supports this form of development on this brownfield site and has therefore resolved to grant approval, subject to the conclusion of appropriate legal Agreements.
7.3 The local Member, Councillor Chapman, raises no objection in principle to the proposals.
8. Transportation Proposals
8.1 The site gains access from Dickens Lane, which is an adopted highway. In association with the development, improvements to the junction of the A30 with Dickens Lane are proposed.
8.2 The junction improvements will include the provision of right turn lane facilities to serve both Dickens Lane and Park Lane. These works will incorporate facilities for pedestrians and public transport, together with the provision of a length of cycleway in accordance with the cycleway strategy for the area. All the highway works are designed to current standards and have been the subject of independent safety auditing.
8.3 The on-site layout includes the provision of 85 car parking spaces, which is in accordance with the requirements of the local planning authority and in line with the latest guidance contained in Planning Policy Guidance Note 3.
8.4 The developer has agreed, in negotiation, to make a financial contribution towards the implementation of BEST, to secure appropriate highway and cycleway improvements, safety measures and traffic management measures within the local area.
9. Financial Implications
9.1 In the event of planning permission being granted the applicant has agreed, at no cost to the County Council, to:
(i) implement an agreed scheme of works to provide right turn lane facilities, including provisions for pedestrians and public transport and associated cycleway works at the junction of the A30 with Dickens Lane (estimated costs £50,000); and
(ii) make a financial contribution of £135,000 towards the implementation of BEST in relation to improvements to highways and cycleways and safety and traffic management measures in the local area.
The total package of transportation contributions is therefore estimated to be £185,000.
