2.1 To allow the implementation of the traffic calming scheme on the service road at Green Pond Corner, Warblington. This will reduce traffic speeds and lead to an improved environment for pedestrians and local residents.

Introduction This project appraisal details the proposal to construct traffic calming in the one-way service road at Green Pond Corner, Warblington. The service road is used as a `rat run' for traffic travelling westbound on the Emsworth Road wishing to turn right into Southleigh Road at the traffic signal junction. The service road serves a one-stop shop with car park and four residential properties. The road is narrow in nature and has no footway. Correspondence has been received from the local residents' association and residents concerning the problems of volume, inappropriate speed and road safety caused by the use of the road by traffic avoiding the traffic signal junction and the inappropriate speed. The service road is well used by students travelling to and from Warblington School, Southleigh Road. Havant Borough Council has undertaken the detailed design on behalf of the County Council. The residential development at Locks Farm, Warblington funded the provision of traffic signals at the Emsworth Road/Southleigh Road junction and provided a sum of £15,000 for traffic calming measures in adjoining residential roads, should `rat running' traffic prove to be a problem. The sum set aside with interest accrued has now reached £16,300. |

Details The layout for the proposed traffic calming includes: (i) road humps at points along the whole length of the road; (ii) improved conspicuity of `informal' footway on eastern side of road; and (iii) tactile paving on footway at service road junction with Emsworth Road. |

Standards The design adheres to the Department for Transport, Local Government and the Regions' standards, together with those of the County Council, for traffic calming and has been safety audited at the appropriate stages in the design process. |

Statutory Procedures and Consultation Havant Borough Council has formally advertised the use of vertical traffic calming measures in the form of road humps, with comments sought from relevant organisations such as the emergency services. One objection was received from a local resident. The Havant Borough Council's Executive considered the objection at its meeting in July and resolved that the scheme be implemented as advertised. |

Policy Considerations The proposals are consistent with the transport policies of the First Deposit Havant Borough District Wide Local Plan and the South East Hampshire Transport Strategy, ie to reduce accident potential, provide improved facilities for pedestrians and provide safer routes to schools. |

Environmental Impacts This scheme has been designed to reduce its effect on the environment as far as possible, although there will be some visual impact from the signing, lining and coloured footway surfacing required for safety and legal reasons. |

Land Requirement No land acquisition required. All works to be confined within existing public highway limits. |

Alternative Arrangements No alternatives were considered to be appropriate. |

Local Member's View The local Member, Councillor Gillett, supports this scheme. |

Crime and Disorder Act 1998 No areas of concern have been reported or have been identified within this scheme. |
